Job Description
The NYC Department of Buildings is responsible for ensuring the safe and lawful use of buildings and properties by enforcing the NYC Construction Codes, Energy Code and Zoning Resolution. Your team:
The Code and Zoning Interpretation Division, headed by the Assistant Commissioner for Code and Zoning Interpretation, consists of two units: The Architecture unit, and the Code and Zoning Interpretation unit (CZI).
The CZI Division provides various code and zoning technical support to the borough offices, including specialty units such as Cranes and Derricks, Elevators, Legal Affairs, and the Enforcement team. Through such technical support, the CZI Division help initiate code or zoning changes as necessary to help streamline code and zoning processes and remove barriers.
Your impact:
As the Zoning Compliance Analyst, you will work with a team of seasoned engineers, architects, and certified city planners to improve and streamline the processing and adjudication of code and zoning determination requests, while ensuring the promotion of safe, code and zoning complying construction.
Your role:
Reporting to the Senior Zoning Specialist, the selected candidate will be responsible for, but not limited to the following:
- Providing the initial research and analysis of complex, high-profile developments throughout the city, including performing the initial comprehensive zoning review to resolve complex and challenging zoning issues.
- Working with Senior Zoning Specialist(s) and the Director of Code & Zoning Interpretation to produce findings and reports for zoning review and compliance of buildings.
- Assisting in the initial review and analysis of upcoming Zoning text amendments, and to assist in the implementation process of text amendments.
- Assisting the Senior Zoning Specialist(s) in preparing background technical information for DOB Legal Unit for BSA cases and other court cases.
- Performing the initial review and analysis of submissions for code and zoning challenge process at the Technical Affairs level, and at the Borough level as required.
- Working with other city agencies on zoning related issue, pilot projects, studies, and to improve their code and zoning interpretation process.
- Providing assistance to borough zoning determinations and Technical Affairs zoning determinations.
- Working with technical staff to produce DOB internal training materials for subjects related to the NYC Zoning Resolution.
- Answering correspondence including inquiries from the general public, elected officials, and the press office.
- Representing the Department of Buildings at inter-agency and industry meetings as required.
CIVIL SERVICE STATUS

A candidate currently serving in a civil service title with a recent exam must provide proof of passing the exam or be permanent in that title.
REMOTE WORK
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or
2. A satisfactory combination of education and/or experience that is equivalent to “1"" above. Graduate
education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.
Special Qualification Requirements
Assignment Level III
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.
Assignment Level IV
To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.
- Experience with the technical aspects of the public planning and development process, preferably specific to NYC - Extensive knowledge of the NYC Zoning Resolution, City Planning Commission process, BSA process, land use process, and other pertinent laws and rules - Strong technical and analytical skills. Excellent written and verbal communication skills. - Ability to work with a team of experts in a professional, constructive and responsible manner. - Ability to take on time-sensitive projects and generate accurate results. - Candidates who possess American Institute of Certified Planner (AICP) certification will be given priority consideration.
