The Fire Department, City of New York (FDNY), seeks a full-time WTC Applications Development Manager in the Bureau of Technology Development and Systems. Reporting directly to the Deputy Director, WTC Application Development, the successful candidate will:
- Be responsible for managing developers working on Web & Mobile Apps, APIs and databases in support of core bureau operations and workflows
- Lead a team of developers working on critical time sensitive projects
- Manage multiple work streams and produce high-quality deliverables that meet fast-paced business needs
- Manage multiple, often simultaneous releases and ensure that projects are delivered on time within the agreed upon budget and scope
- Mentor developers and set and measure OKRs and corrective plans
- Consult and advise executives on project priorities and effective implementation of business and technical goals
- Cultivate an engineering first work environment of continuous learning of new skills and technologies
- Take full ownership of deliverables and comfortable with code reviews.

1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field; or

2. An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in "1" above; or

3. Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in "1" above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.

- 5+ years recent experience in Web App and API development using Java/J2EE and SQL - Proficiency with AngularJS, ReactJS and similar front-end frameworks - Hands-on expertise diagraming Entity Relational Diagrams and UMLs - Strong foundational knowledge of algorithms and data structures - Hand-on engineering ability with modern platforms such as Serverless functions, Kubernetes and Docker - Demonstrated knowledge of DevSecOps-first methodology using Git, Jenkins or similar CI/CD tools - Excellent communication skills with ability to accurately capture and understand client/end-user requirements directly - Full stack development expertise as a major plus - Skill in architecting next gen web and mobile applications using Cloud-Native, Micro-services and Event-drive design patterns would be a plus - Passion for computer science and the craft of code - Additional skills: Frontend: AngularJS, ReactJS Middle layer/Service: Java/J2EE Backend: Oracle PL/SQL Reporting: Tableau, PowerBI DevOps: Git, Jenkins, Docker, Kubernetes, Liquibase/SqlCl Management: JIRA/Confluence, SNOW
