The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Finance Information Technology (FIT) Division designs, builds, and supports all facets of DOF’s computer systems, including hardware, software, applications, infrastructure, telephone, and data security. FIT delivers and administers tax-related payment programs for the City of New York by providing the information technology solutions needed to achieve its mission of collecting revenue while ensuring an efficient and improved customer experience. FIT is also responsible for the systems and websites which enable citywide payments, land records, property assessment, parking adjudications, customer service, and the Sheriff’s public safety work.
Reporting directly to the Azure & Active Directory Manager, the Windows System Administrator will be responsible for maintaining DOFs Active Directory domain including related Windows infrastructure services. The ideal candidate must be able to troubleshoot methodical issues that may arise and have excellent technical customer service skills. The Windows System Administrator will work closely with the Cyber Security team to ensure compliance and must therefore have an understanding of security best practices. Responsibilities will include but are not limited to the following:

- Monitor and maintain all the Windows Active Directory, DNS, DHCP, file, print, certificate services.
- Provide technical support and communicate effectively with internal and external customers.
- Resolving incidents and fulfill requests in a timely manner using ServiceNow.
- Troubleshoot and correct system misconfiguration, problems, and outages.
- Analyze and review system logs for errors and report user errors.
- Follow change control procedures for system updates/upgrades and new needs requests.
- Work closely with CyberSecurity to implement security policies and procedures.
- Collaborate with other teams to provide subject matter expertise and recommendations.
- Research, evaluate and recommend systems or software solutions.
- Maintain comprehensive documentation and runbooks.
1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in computer science or a related computer field and one year of satisfactory full-time computer software experience in computer systems development and analysis, applications programming, database administration, maintenance and support, systems programming, data communications, mainframe development, mobile development, web development and design; or
2. A four-year high school diploma or its educational equivalent and five years of satisfactory full-time computer software experience as described in "1" above; or
3. Education and or/or experience equivalent to "1" or "2" above. College education may be substituted for up to two years of the required experience in "2" above on the basis that 60 semester credits from an accredited college is equated to one year of experience. In addition, 24 semester credits from an accredited college or graduate school in computer science or a related field, or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least one year of satisfactory full-time experience as described in "1" above.
- Strong working knowledge and experience with Windows Infrastructure Server roles including Active Directory, DNS, Group Policy, DHCP and Print Services, Certificate Services - Strong working knowledge in administration of Active Directory including onboarding/deprovisioning users, user account management and the delegation of permissions. - Strong working knowledge in creating, managing, and testing Group Policies - Strong working knowledge scripting with Powershell - Strong working knowledge of installation, configuration of Windows Server 2019/2022 - Experience in Citrix administration - Experience in administration of Exchange Online - Understanding of directory synchronization from Novell, Entra and AD - Experience of virtualized environments and technologies including VMWare, AWS and Azure - Excellent verbal and written communication skills
