The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to an Administrative Manager (NM) for a position within the Reservoir Operations Division, Source Water Operations Directorate located in Grahamsville, New York.

The Source Water Operations (SWO) Directorate primary mission of is to operate and maintain all NYC water supply infrastructure, lands, NYC owned public highways and bridges upstream of Kensico Reservoir and Croton Lake Gatehouse, and BWS owned and operated water resource recovery facilities and collection systems, in order to ensure a continuous delivery of high-quality drinking water to NYC and upstate communities and meet all State and Federal reservoir release and other regulatory requirements.

The Reservoir Operations Division manages the water supply operations to ensure the reliable delivery of high-quality water to the City and outside communities through expert analysis and modeling and 24/365 monitoring and control, while remaining compliance with State and Federal regulations and agreements.

Under direction, of the Deputy Chief of Reservoir Operations, the Administrative Manager (NM) will serve as Water Resource Manager and will assist the Deputy Chief in daily activities, operation of the water supply system, modeling projects and technical matters within the section. They will assist with operational oversight and guidance for water supply operations and ensuring the reliable delivery of a sufficient quantity of high-quality drinking water to the City of New York and that all reservoir releases requirements are met per regulations. The Water Resource Manager will also lead subordinate staff using the Supervisory Control Data Acquisition (SCADA) system and other tools to monitor and operate the water supply reservoirs and related facilities. Specific tasks include:

- Assisting with reservoir management to ensure delivery of high-quality drinking water to the City and several upstate communities.

- Assisting in managing the Water Supply Control Center (WSCC) operations including guiding WSCC staff on water supply analysis and short-term operations.

- Assisting with implementing procedures related to the 1954 Supreme Court Decree on water management in the Delaware River basin; NYS regulations regarding flow management in the Hudson River and Croton River basins; NYCDEP flow management rules and standard operating procedures.

- Developing data analysis of water supply, hydrological, meteorological and any related data to support agency needs.

- Evaluating Operational Support Tool (OST) modeling and post-processing of results to support operational decision making and long-term planning.

Special Working Conditions: Administrative Managers may be required to work shifts including nights, Saturdays, Sundays, and holidays.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.

- Driver’s license valid in the State of New York - Knowledge and proficient use of Microsoft Office Suite including Word, Excel, Outlook and PowerPoint - Knowledge and proficient use of Publisher and Adobe with experience in fill documents in Adobe reader - Ability and experience setting up, running, post processing and evaluating the output from the Operations Support Tool - Water Resources Management knowledge and experience - Ability to learn the processes, procedures, and formats required for DEP, Bureau of Water Supply and the Source Water Directorate. - Vast knowledge and willingness to learn and understand every aspect of the NYC water supply system - Organizational and time management skills a must - Professional demeanor and interpersonal skills a must - Problem solving skills - Ability to respond and react appropriately to emergencies

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
