Business Link is a division of the New York City Human Resources Administration. Business Link is responsible for matching employers with jobseekers who have the skills that employers are seeking; provides free job placement services; hosts job fairs, maintains a repository of job seekers and offers alerts by text message through its TEXT2Work program. Business Link is the recruitment arm of the agency and works closely with the community and employers to fill job orders, provide free job placement, and offer subsidized job training opportunities to Cash Assistance recipients and low-income individuals in New York City.

The Business Link Processing Unit liaises with participating employers to collect new hire verification, determine new hires’ eligibility for wage subsidy, informs employers of each new hire’s initial and ongoing eligibility status, enters information into the Business Link and NYCWAY systems, budgets and removes income from the cases of Cash Assistance recipients as appropriate. Business Link currently administers two wage subsidy programs. Employers are reimbursed all or a portion of wages earned by eligible new hires. The two wage subsidy programs are Employer Incentives Plus (EIP) and the Jobs Training Program (JTP). Under EIP, Employers are reimbursed a percentage of wages for each of three months and are required to retain at least 70% of all new hires who complete the wage subsidy. The Jobs Training Program is a six-month wage subsidy program where eligible hires work for a New York City Agency full-time and are paid one day a week to engage in pre-employment and job search activities in order to connect to long term employment before or by the assignment end date.

Under the general direction of the Processing Unit Supervisor, with some latitude for independent judgment and decision making, the Budgeting Liaison reviews documentation in client case records submitted by Business Link Processing Liaisons, takes action to either budget or close Cash Assistance cases; or remove income based on that documentation, completes mandated New York state informing the Cash Assistance household of the actions taken and how those actions impact Cash Assistance and/or Supplemental Nutrition Assistance Plan eligibility and/or benefit amounts. Processing Liaisons also ensure that DSNY-Indoor, DSNY-Outdoor and DCAS Jobs Training Program (JTP) participants are coded timely and accurately both at the time of hire and at completion, termination, or resignation from the program.

Business Link is recruiting for one (1) Eligibility Specialist III, to function as a Wage Subsidy Budgeting Liaison who will:

- Compute/determine the amount of financial assistance for Cash Assistance, SNAP and/or Medicaid recipients by reviewing /verifying Wage Subsidy budgeting referral materials.

- Authorize statistical/financial changes in assistance and /or budgets resulting from information received and prepare forms required for processing.

- Verify referral information concerning assistance cases by accessing/checking the Welfare Management System (WMS) in order to confirm accuracy of information.

- Ensure the timely budgeting of DSNY-Outdoor, DSNY-Indoor and DCAS JTP income at the onset of employment; the removal of JTP income as a result of program completion, resignation, or termination; using NYCWAY generated worklists.

- Prepare reports on budget-related activities and create other reports, and/or enter information on data systems as required.

- Answer all subsidized jobs participant inquiries regarding changes in and eligibility for PA & SNAP benefits.

- Liaise with Job Centers to address non-employment case issues affecting participant or prospective participant eligibility to participate in Business Link administered programs.

- Monitor and track the timely successful processing of transactions on WMS and determine the cause of correct transactions that may error out on WMS.


Minimum Qualifications

1. Completion of 30 semester credits at an accredited college or university; or
2. A four high school diploma or its educational equivalent and one year of full-time satisfactory experience in one or more of the following areas; performing the work described below:
a. Interviewing, gathering information and/or preparing necessary documentation for the purpose of making recommendations concerning eligibility for public assistance or unemployment, health benefits, social security, insurance, or participation in social services or community programs, and other similar benefits; or
b. Performing bookkeeping, bank teller duties, housing office teller duties, purchasing agent, assistant store manager, sales representative responsible for accounts, or customer service duties or a job in which the duties include helping customers with questions or concerns; or
c. Dealing with social service agencies, legal representatives, or aiding individuals in navigating housing, social, financial or health problems or application systems; or
3. A satisfactory combination of education and/or experience equivalent to "1" or "2" above. College education may be substituted for the experience in "2" above on the basis that 30 semester credits from an accredited college or university may be substituted for each year of required experience. However, all candidates must have at least a four year high school diploma or its educational equivalent.

Work experience which provides only incidental opportunities to perform the job duties as described in "2a", "2b" and "2c" above are not acceptable for meeting the minimum qualification requirements.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
