The New York City Housing Authority seeks a Vice President for Public Housing Tenancy Operations. This position reports directly to the Senior Vice President for Public Housing Tenancy Administration and manages the Public Housing Tenancy Operations Department. The Vice President for Public Housing Tenancy Operations is responsible for managing the department’s overall performance supporting Property Management through successful conversion to PACT or Trust operating models and ensuring NYCHA’s compliance with Low Income Housing Tax Credit (LIHTC) and Section 8 Program requirements.
Responsibilities include, but are not limited to, the following:
- Establish strategies to motivate the team to exceed department goals and objectives.
- Set standards to conduct an extensive review of performance metrics for NYCHA developments identified as participating in the conversion process to ensure development is properly
positioned to transition to PACT.
- Liaise with various NYCHA departments, including Real Estate Development, Property Management, Leased Housing, to eliminate barriers to conversion or compliance with LIHTC or
Section 8 requirements.
- Monitor NYCHA’s Low Income Housing Tax Credit (LIHTC) program compliance through program training, oversight and periodic audits to ensure Property Management adhere to LIHTC
requirements.
- Optimize the use of Section 8 subsidies throughout NYCHA’s property management portfolio.
- Represent the Senior Vice President of PHTA in meetings with internal or external stakeholders.
- Perform other duties as assigned.

1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in the development, design, construction, appraisal, financing, negotiation or disposition of real estate or in real estate law, or in urban planning, design or renewal, or analytical or coordination work related to housing programs; at least 18 months must have been in an executive, administrative or managerial capacity or supervising professional personnel performing work in the fields noted above; or
2. Education and/or experience which is equivalent to "1" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have three years of work experience including at least 18 months of executive, administrative, managerial or supervisory experience as described in "1" above.
- Exceptional project management and time management skills. - Proven ability to analyze issues, identify solutions, mitigate risks, and implement recommendations. - Data analysis and reporting skills. - Excellent verbal and written communication skills. - Ability to manage multiple projects with a wide degree of latitude. - Energetic, professional and resourceful with ability to enhance traditional project management strategies.
