Program and Job Description:

City Research Scientist, I 35 hours week $70,087.00 (Annual) flat rate

The New York City Department of Health and Mental Hygiene (NYC DOHMH)’s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) oversees the City’s response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Its mission is to improve the lives of New Yorkers by ending transmission, illness, stigma, and inequities related to viral hepatitis, HIV and sexually transmitted infections. BHHS does this through testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives.

The Viral Hepatitis Program (VHP) conducts surveillance, and develops and implements programs and projects to prevent, manage and treat hepatitis B and C in New York City. Hepatitis is a significant public health threat that puts people who are infected at an increased risk for liver cancer, serious disease and premature death. The World Health Organization has outlined a plan to eliminate Hepatitis B and C; and the United States, New York State and now New York City have all developed plans aligned with this goal. The Health Department released New York City’s “Plan to Eliminate Hepatitis by 2030” in December 2021.

The Viral Hepatitis Elimination (VHE) plan outlines the strategies necessary to eliminate hepatitis C through prevention and treatment to cure infection, and to eliminate inequities in health outcomes among people with hepatitis B through vaccination and access to health care.

The Viral Hepatitis Elimination Coordinator will coordinate and support implementation of the viral hepatitis elimination plan and provide additional administrative and coordination support to the viral hepatitis program. DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Coordinate and track NYC's Viral Hepatitis Elimination Plan activities to support program planning, monitoring/evaluation and to document progress.

Coordinate and facilitate the work of a Viral Hepatitis Advisory Board, which will be composed of community advocates, researchers, patient navigators and clinicians who are committed to eliminating viral hepatitis in NYC.

Participate in and support the development of presentations and notes for select Hep Free NYC Committee Meetings; seek opportunities to engage all Hep Free NYC committees in Viral Hepatitis Elimination efforts.

Convene team meetings involving BHHS and other colleagues in the Division of Disease Control as well as in other bureaus (e.g., BADUPCT) to gain updates and support the implementation of the VHE plan.

Help develop and maintain project timelines; develop meeting agendas and notes, next steps and assignments; follow up on all next steps and assignments over time.

Contribute to grant application development, if needed, and progress reporting.

Help ensure that the VHE activities are aligned with and advance ongoing BHHS and VHP Program activities designed to improve racial equity.

Support administrative tasks related to purchase orders, procurement needs, and scheduling as needed for VHP.

Schedule and track metrics for VHP training program.

NOTE: This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
