The New York City Housing Authority (NYCHA), the largest public housing authority in North America, was created in 1935 to provide decent, affordable housing for low- and moderate-income New Yorkers. NYCHA is home to 1 in 17 New Yorkers, providing affordable housing to 528,105 authorized residents through public housing and Permanent Affordability Commitment Together (PACT) programs as well as Section 8 housing. NYCHA has 177,569 apartments in 2,411 buildings across 335 conventional public housing and PACT developments. NYCHA’s mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. Since the 2019 Agreement between NYCHA, the Department of Housing & Urban Development (HUD), and the U.S. District Court, Southern District of New York (SDNY), NYCHA has been working under a Federal Monitor structure. The HUD Agreement sets the requirement to create a new Organizational Plan in collaboration with the Federal Monitor and sets forth various compliance related targets for NYCHA across major operational areas including: Lead, Mold, Heat, Elevators, Pest, Waste Management, and Inspections.
The Department of Resident Services, Partnerships and Initiatives (RSPI) engages NYCHA residents in critical programs, services, and initiatives in the areas of economic opportunity, youth, senior and social services; serves as a liaison between residents and departments across the Housing Authority; supports NYCHA’s extensive network of Resident Associations; and connects residents to opportunities such as financial empowerment, business development, career advancement, and educational programs.
NYCHA seeks a passionate, dynamic, and results-oriented leader to serve as the Vice President of Resident Partnerships reporting to the Senior Vice President of Resident Services, Partnerships and Initiatives.
The selected candidate will oversee three critical units within the department:
- Resident Economic Empowerment & Sustainability (REES) empowers residents to increase their income and assets through programs, policies and partnerships in four key areas: employment and advancement, business development, adult education and training, and financial literacy and asset building.
- Resident Health Initiatives builds health through engagement and partnerships. The Department leads and strategically supports internal and external collaboration that connects residents to preventive health resources, helps create healthier indoor environments, and cultivates resident leadership in health.
- Community Partnerships strengthens connections with private, public, and philanthropic sectors while improving access to community-based services and opportunities. Through the Office of Public/Private Partnerships, NYCHA manages relationships with City agency partners to support daycare, community, and older adult enters at NYCHA developments, and maintains NYCHA’s community facilities portfolio. The Community Partnerships team also manages all art installations at NYCHA developments, including murals, sculptures, plaques, and painting beautification projects.
Responsibilities will include, but are not limited to, the following:
1. Manage a team of approximately 100 employees including Directors, Deputy Directors, Assistant Directors, Managers, Supervisors, Coordinators, Associates, and Administrative Support Staff; oversee staff hiring and performance evaluations in coordination with REES, RHI, and Community Partnerships supervisors and NYCHA’s Human Resources department.
2. Develop program, policies, and collaborations to measurably support increased economic opportunities for residents with a focus on asset building, employment, advancement, adult education and training, and business development.
3. Maximize relationships with City Agencies, organizations, and employers to attract resources to public housing residents.
4. Manage the department’s budget and handle key fiscal responsibilities including review and approval of cost allocations; approval or disapproval of spending and oversee grants management; and annual financial planning in collaboration with NYCHA’s Budget department.
5. Support and expand critical economic development programs such as the NYCHA Resident Training Academy (NRTA) and the Jobs-Plus Initiative.
6. Identify and operationalize key health priorities and disparities amongst NYCHA residents in partnership with the NYC Department of Health and Mental Hygiene (DOHMH) to inform program and policy decisions.
7. Analyze existing disease prevention, health promotion, and other existing health initiatives across NYCHA developments as well as local, state, and national models.
8. Work closely with private and public stakeholders to develop high-quality programming for residents and provide advisement to program partners.
9. Work closely with private and public stakeholders to negotiate community leases and maintain community facilities within NYCHA developments.
10. Serve as a primary liaison to mayoral initiatives related to the economic empowerment and health.

Minimum Qualification Requirements
Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Administrative Staff Analyst to be considered.

ADMINISTRATIVE STAFF ANALYST - 10026
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
