The New York City Housing Authority (NYCHA) is the nation's largest public housing authority, with an operating budget of $3.3 billion and over 11,000 employees who manage and maintain 290 developments that house over 400,000 residents. NYCHA also operates the country's largest Section 8 program, which provides rental assistance to over 200,000 additional families.
Position Summary
With wide latitude for independent judgment, initiative, and decision-making, the VP of Learning & Development will manage a team of 30 training professionals and oversee the agency's development, design, and delivery of training for its 12,000-person workforce. The VP will lead the agency's overall approach to teaching the hard and soft skills required to run a high-performing housing authority.
The VP will report to the Executive Vice President of Strategy & Innovation and will work closely with other members of the Strategy & Innovation team to ensure the agency's training agenda meets the needs of the NYCHA Transformation. The VP will also work closely with the heads of different business units and the agency's federal oversight partners to ensure all training needs are met.
Key Responsibilities Include:
- Develop and manage NYCHA’s agency-wide training curriculum, working closely with department heads to ensure training needs are met.
- Assess the agency’s current curriculum for gaps and possible areas of improvement.
- Develop a Learning & Development standard procedure to govern all NYCHA training activities across all delivery methods.
- Manage NYCHA’s existing course offerings to capacity, working with business leads to ensure compliance.
- Explore and develop new training methods across course offerings and delivery methods.
- Develop specific trainings on leadership and project management for central office departments.
- Instill a practice of continuous improvement within the Learning & Development department, with a focus on feedback and testing.
- Manage staff of 30 training professionals.
- Manage the Learning & Development revenue streams, which include trainings offered to external parties. Grow revenue year-over-year throughout tenure.
- Oversee multiple on-site training centers where courses are delivered.
- Work with federal oversight partners to ensure trainings meet regulatory standards.
- Demonstrate and teach customer service in all internal and external interactions.

1. A baccalaureate degree from an accredited college and three years of full-time paid experience in an administrative, executive or consultative capacity in a large public housing agency; or
2. Education and/or experience which is equivalent to "1" above.
- Ten years of full-time professional experience in a relevant field, including housing, facilities management, real estate, education, or government. - Knowledge and understanding of training pedagogy and best practices. - Capacity and willingness to learn the details of the agency's operations, including janitorial, maintenance, management, and other types of on-site work.
