Job Description
Under the guidance of the NYC Department of Investigation (DOI), the New York City Housing Authority (NYCHA) Office of the Inspector General (OIG) Vendor Integrity Unit conducts background checks as part of the NYCHA procurement process and for the purpose of providing NYCHA with information to assist in its vendor responsibility determinations.
NYCHA-OIG is seeking a Vendor Integrity Investigator who will be responsible for conducting background checks of for-profit and not-for-profit vendors and principals seeking to do business with NYCHA. The investigator will use DOI/NYC internal databases and public websites to conduct research; draft memoranda of findings; and utilize applications such as MS Access, MS Outlook, and MS Excel to track and submit data. As a subset of this work, the investigator may also investigate vendor fraud cases and/or relevant employee misconduct, with an emphasis on issuing broad-based policy recommendations, as well as recommendations related to fact-specific cases.
To investigate these cases, the investigator will develop investigative plans and strategies; identify, obtain, and analyze relevant evidence and records; conduct interviews; and develop an understanding of NYCHA’s procurement policies and procedures. At the conclusion of each case, the investigator will draft a memorandum and/or referral letter that summarizes the facts of the case, the investigative methods, and a conclusion.
Additionally, the investigator may assist DOI’s Vendor Integrity Unit with special assignments and tasks, including using DOI/NYC internal databases and public websites to conduct research on vendors; reviewing reports and preparing executive-level summaries; attending meetings with vendors and integrity monitors as needed; and drafting and editing reports and other written work product related to topics involving vendor integrity and integrity monitors.

1. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and four years of satisfactory full-time experience in an industrial or governmental agency in the field of investigation, auditing, law enforcement, security, inspections, or in a major operational area of the agency in which the appointment is to be made; or
2.A baccalaureate degree from an accredited college or university; or
3. Education and/or experience equivalent to "1" or "2" above.
1. Prior work experience in any of the following fields: investigation, law enforcement, criminal justice, and/or security. 2. Demonstrated ability to analyze and assess and draw conclusion based on a multitude of complex documents/data. 3. Strong computer skills, including MS Word, MS Excel, and other investigative databases. 4. Demonstrated ability to write clear, concise, and organized reports. 5. Strong interpersonal skills, verbal communication, and interviewing skills. 6. Ability to exercise discretion on sensitive and confidential matters.
