NYCHA’s Asset & Capital Management (A&CM) Division integrates and aligns the Authority’s existing development, modernization, and asset management work being carried out by the Real Estate Development, Capital Projects, and Comprehensive Modernization departments. This includes a $4.5 billion capital program - one of the largest in NY State - as well as a historic real estate transaction portfolio. The A&CM Division brings comprehensive repairs to NYCHA buildings and apartments through innovative financing models, strong partnerships with residents and other stakeholders, strategic, data-driven portfolio planning, and cost-effective project delivery and management. The Division positions NYCHA’s housing portfolio for the future by incorporating innovative building materials, construction methods, and technology, improving residents' quality of life while enhancing building performance and management systems.
Position Description
The A&CM Division’s newly created Vendor & Contract Management team is seeking to hire a Vendor Engagement Manager to lead strategic efforts to increase the vendor pool for capital construction projects. Reporting to the Deputy Director of Contract Administration, with broad scope for the use of independent initiative, judgment, and decision-making, this individual will lead a
division-wide change initiative to design and implement activities necessary to increase the number of unique bidders on A&CM construction and professional services procurements and to ensure goals related to MWBE utilization and Section 3 compliance are met. The Vendor Engagement Manager will collaborate with NYCHA’s central Supply Management & Procurement (SMP)
Division on vendor engagement, M/WBE, and Section 3 work, and implement best practices around vendor engagement. Also, the Vendor Engagement Manager will strengthen the use of data-driven approaches across the Vendor & Contract Management team, as well as serve as a strategic advisor to senior leaders in A&CM on construction and professional services procurement.
The Vendor Engagement Manager should have an extensive background in construction procurement and capital projects management, ideally in the public and private sectors, allowing them to serve as a procurement subject matter expert within A&CM and support effective, strategic solicitation of contracts to meet A&CM needs. The Vendor Engagement Manager should possess strong quantitative acumen, with an ability to utilize data to identify and solve procurement and contract-related challenges across A&CM. Managerial experience and a strong mind for process improvement is also critical to the role, allowing the Manager to set and improve upon A&CM procurement and contracting processes and policies.
Some key day-to-day responsibilities include, but are not limited to the following:
- Collaborate with A&CM team leads to address vendor and contract management needs.
- Oversee vendor outreach and coordinate meetings with vendors and internal stakeholders, including pre-bid conferences.
- Provide guidance and support to vendors on compliance with M/WBE, Section 3 (economic and employment opportunity), and Prevailing Wage requirements.
- Generate reports for performance measurement and analysis, and support vendor performance evaluations.
- Regular travel and attendance at off-site meetings including vendor engagement and outreach events.
- Review and monitor A&CM contracts, including Site Specific, Lump Sum Construction Contracts, Job Order Contracts (JOC), and Indefinite Delivery Indefinite Quantity (IDIQ) Construction Contracts, and initiate capacity increases, extensions, and amendments.

- Subject Matter Expert: An expert in construction, procurement, and contracting for capital projects within New York City and the State, with a strong understanding of associated rules/regulations. Experience with alternative project delivery methods such as design-build and construction manager at risk, as well as M/WBE contracting and support programs.
- Exemplary Communicator: Ability to communicate clearly, both verbally and in writing, and translate complex concepts and information for a variety of stakeholders and audiences. Strong political acumen and practice in building relationships and facilitating multi-stakeholder meetings designed to achieve consensus on objectives.

1. Candidates with permanent civil service status in the titles of Administrative Staff Analyst, Administrative Procurement Analyst M-2, and Administrative Contract Specialist M-2 will also be considered.

1. A baccalaureate degree from an accredited college and two years of full-time professional experience in intergroup relations, human rights, community relations, labor relations, law, social service, education, housing, research, investigation, personnel administration or public relations, at least one year of which must have been in intergroup relations or human rights involving conflict resolution and mediation of disputes among racial, religious or ethnic groups; or
2. High school graduation or evidence of having passed an examination for the high school equivalency diploma or the U.S. Armed Forces GED certificate with a score of at least 35 on each of the five GED certificate with a score of at least 35 on each of the five tests and an overall score of at least 225 in the examination for the diploma or certificate and six years of full-time professional experience in one or more of the fields described above, four years of which must have been in intergroup relations or human rights as described in (1) above; or
3. A satisfactory equivalent combination of education and experience as described above. However, all candidates must be high school graduates or possess the high school equivalency as described above and possess a combination of college education and intergroup relations and/or human rights experience totaling four years and all candidates must have at least one year of experience in intergroup relations or human rights as described in (1) above.
1. Strong analytical and technology skills, including major procurement and construction management software and tools, survey development, Microsoft Office Suite, and data analytics tools, are required. Experience with agile management and solution development techniques preferred. 2. Prior Public or Affordable Housing, or other government agency and intergovernmental coordination experience is preferred. Knowledge of the U.S. Department of Housing and Urban Development, New York State, and City regulations is a strong plus.
