Job Description

New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.

TITLE: Urban Search & Rescue College Aide

The National Urban Search & Rescue (US&R) Response System is a framework for organizing federal, state, and local partner emergency response teams as integrated federal disaster response task forces. The System’s 28 US&R task forces can be deployed by FEMA to a disaster area to provide assistance in structural collapse rescue, or they may be pre-positioned when a major disaster threatens a community.

New York Task Force One (NY-TF1) is one of these 28 teams and comprises members from FDNY Special Operations Command, NYPD Emergency Services Unit, FDNY EMS, and NYC Emergency Management.

The College Aide will have the responsibility to:
- Update NY-TF1’s operational manuals (e.g., Mobilization Manual).
- Create and document NY-TF1’s Continuity of Operations (COOP) Plan.
- Analyze and archive NY-TF1 historical documents.
- Assist with planning, coordination, and logistics for NY-TF1 events and trainings.
- Support internal communication by drafting and distributing task force announcements, updates, or notifications.
- Complete required NYCEM training courses.
- Other tasks, as assigned.

Minimum Qualifications

For Assignment Level I:
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school.
For Assignment Level II (Information Technology):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or closely related field, including or supplemented by 9 semester credits in an acceptable course of study.
For Assignment Level III (Information Technology Fellow):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or other area relevant to the information technology project(s) assigned, including or supplemented by 9 semester credits in an acceptable course of study. Appointments to this Assignment Level will be made by the Technology Steering Committee through the Department of Information Technology and Telecommunications.

SPECIAL NOTE
Maximum tenure for all Assignment Levels in the title of College Aide is 6 years. No student shall be employed more than half-time in any week in which classes in which the student is enrolled are in session. Students may be employed full-time during their vacation periods.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
