SUMMARY:
The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of 90 City agencies and entities.
Within OMB, the FEMA Disaster Recovery and Homeland Security Grants Task Force works with City, State, and Federal agencies to help New York City recover from the devastation of disasters like Superstorm Sandy and respond to the ongoing Coronavirus pandemic. Within the FEMA Disaster Recovery Task Force, the Data & Systems Unit is responsible for governing, developing, and maintaining the City’s Grants Management System (GMS) as well as engaging with ancillary systems that contribute data as part of the larger recovery effort.
Please note that this is a grant-funded position. Your term of employment is dependent upon the availability of grant funding, but it is expected to be at least four years.
JOB DESCRIPTION:
The duties of the position include the following:
- Lead the Data & Systems Unit by managing a team of analysts and multiple projects simultaneously.
- Administer the FEMA and other federal recovery funding appropriated to New York City agencies.
- Lead analysis of data related to the City’s budget, spending, revenue, and grant processes.
- Manage datasets and generate internal reporting on the status of grant-related workstreams.
- Obtain expert working knowledge of the Grants Management System (GMS) and the Document Management System (DMS) to track workflow and retain documentation.
- Create and enforce policies for effective data management across systems.
- Formulate techniques and develop protocols for quality data collection to ensure adequacy, accuracy and legitimacy of data.
- Develop relationships with FISA, other City agencies, and federal partners to enhance data-sharing.
- Contribute to other reporting and analytical projects on an ad-hoc basis.
1. A baccalaureate degree from an accredited college.
QUALIFICATIONS: - Background in Computer Science, Database Engineering, Finance, or related fields preferred. - Strong analytical, organizational, and problem-solving skills with an emphasis on attention to detail. - Must possess strong technical skills including a proficiency in Microsoft Office software (Word, Excel, PowerPoint), knowledge of database design, and the ability to learn new technology quickly. - Proficiency in and practical experience with coding languages (e.g. Python, R, JavaScript) - Prior experience with Quickbase, or similar data management platforms is preferred. - Strong interpersonal skills, and the ability to maintain working relationships. - Ability to work independently as a self-motivator and to motivate others. - Ability to work calmly and proficiently under pressure and to adhere to deadlines. - Ability to translate complex problems clearly and in nontechnical terms. - Prior experience working on City, State or Federal grant programs is desirable.
