SUMMARY:
The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.
Within OMB, the FEMA Disaster Recovery Task Force works with City, State, and Federal agencies to help New York City recover from the lasting impacts of COVID-19, Hurricanes Sandy, Ida, Isaias and other federally-declared disaster events. Within the FEMA Disaster Recovery Task Force, the Capital Budget Management Unit, in conjunction with the City’s State and Federal partners, is responsible for managing capital projects funded by federal recovery grants.

Please note that this is a grant-funded position. Your term of employment is dependent upon the availability of grant funding, but it is expected to be at least three years.
JOB DESCRIPTION:
The duties of the position include the following:
- Monitor FEMA Public Assistance (FEMA PA) and other federal capital recovery funding appropriated to New York City agencies.
- Serve as the central point of contact for the Task Force with a portfolio of capital projects utilizing FEMA PA and other federal grant funding.
- Review and analyze capital budget expenditures and associated FEMA PA grants to identify reimbursable claims.
- Utilize datasets to generate regular reporting on the status of the City’s FEMA PA grants in relation to the City’s capital budget.
- Develop reporting tools to inform internal/external stakeholders of program progress and issues in relation to the City’s capital budget
- Provide oversight of capital projects utilizing FEMA PA grant funding, including timely Certificate to Proceed (CP) review.
- Coordinate with the other Task Force Units on issues related to capital projects utilizing FEMA PA grant funding.
- Assist agencies with FEMA PA grant development and regulatory requirements.
- Obtain working knowledge of the Grants Management System (GMS) and the Document Management System (DMS) to track grant process workflow and retain documentation.
- Develop understanding of FEMA PA regulatory framework, policies, procedures, and statutory requirements.
- Assist in maintaining and analyzing data related to the City’s budget, spending, revenue, and grant processes.
- Contribute to other reporting and analytical projects on an ad-hoc basis.
1. A baccalaureate degree from an accredited college.
MINIMUM EXPERIENCE AND QUALIFICATIONS: - Bachelor’s degree and 4+ years of relevant experience, or Master’s degree and 2+ years of relevant experience - Thorough knowledge of Capital Fund budgeting is required. - 1-2 years of grant management, accounting, audit experience is a plus. - Prior experience working on City, State or Federal Grant programs is preferred. - Prior experience using the City’s Citywide Capital Grants Management System is a plus. - Prior experience with QuickBase, or similar data management platforms is preferred. - Strong analytical, organizational, and problem-solving skills with an emphasis on attention to detail. - Strong interpersonal skills, and the ability to maintain working relationships. - Outstanding written and spoken communications skills. - Ability to work independently as a self-motivator and to motivate others. - Ability to work calmly and proficiently under pressure and to adhere to deadlines. - Must possess strong technical skills including a proficiency in Microsoft Office software (Word, Excel, PowerPoint) and the ability to learn new technology quickly.
