SUMMARY:
The Mayor’s Office of Management and Budget (OMB) is the City of New York’s chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.
The OMB-Managed Grants (OMG) Task Force acts as the grant administrator for several federal funding streams. The Community Development (CD) Unit, within OMG, coordinates policy, monitors the budgets, and ensures compliance with applicable regulations for several grants the City receives from the U.S. Department of Housing and Urban Development (HUD) including, but not limited to, the Community Development Block Grant Entitlement (CDBG) and CDBG-Disaster Recovery (CDBG-DR) programs. The CDBG program, established in 1974, is a flexible, annual grant to support and improve housing, economic development, neighborhood facilities, and public services that principally benefit low- and moderate-income (low/mod) persons. The CDBG-DR program helps cities, counties, and states recover from Presidentially-declared disasters, with a focus on benefitting low/mod persons and areas. The City currently has CDBG-DR awards for Hurricanes Sandy (2012) and Ida (2021).
JOB DESCRIPTION:
The CD Environmental Unit Head will be responsible for overseeing the environmental review process to ensure compliance with HUD’s environmental regulations (24 CFR Part 58) and with the National Environmental Policy Act. The duties of this position include, but may not be limited to:
- Determine the appropriate level of environmental review.
- Prepare and coordinate environmental reviews.
- Become proficient in the use of the HUD Environmental Review Online System (HEROS).
- Consult with various City, State, and Federal agencies to document compliance with applicable laws and authorities.
- Coordinate with and provide technical assistance to CD Unit staff, City agencies, City partners (e.g., the New York City Housing Authority, NYC Economic Development Corporation), and environmental consulting firms.
- Draft public notices, Requests for Release of Funds, Section 106 Programmatic Agreements, and other required documentation.
- Monitor City agency and partner compliance with applicable mitigation plans.
- Act as the lead liaison with HUD during environmental monitorings.
- Represent OMB at meetings.
- Train other members of the CD Unit on the environmental requirements.
QUALIFICATIONS:
- A minimum of two (2) years of full-time experience working on federal environmental reviews. Experience with HUD environmental reviews a strong plus.
- Strong organizational and analytical skills and exceptional attention to detail.
- Ability to maintain successful working relationships with City staff, government partners, and the public with utmost professionalism.
- Outstanding written and spoken communications skills, including public speaking and presentation.
- Ability to be a self-motivator, to motivate others, and to work with minimal supervision.
- Ability to work calmly and proficiently under pressure and to adhere to strict deadlines.
- Proficiency with various technological resources including, but not limited to:
- Microsoft Office (Word, Excel, Outlook, Teams);
- Google Earth PRO;
- Adobe Professional; and
- City, State, and Federal databases and systems (e.g., NEPAssist, IPaC, CBRS Mapper, NYS CRIS).
REQUIREMENTS:

Unit Head ($121,768+): Bachelor's degree and a minimum of four years of full-time experience in environmental review procedures or a related field; or an awarded Master's degree in Environmental Science, Environmental Policy, or a related field plus a minimum of two years full-time experience in environmental review procedures.
