Job Description
YOU MUST BE PERMANENT IN THE CLERICAL ASSOCIATE TITLE OR IF YOU ARE HIRED PROVISIONALLY AS A CLERICAL ASSOCIATE III, YOU MUST TAKE AND PASS THE CLERICAL ASSOCIATE CIVIL SERVICE EXAM WHEN IT BECOMES AVAILABLE.
BFI is mandated to conduct investigations of individuals and organized groups allegedly committing fraudulent acts against the social service programs administered by HRA/DSS. Its investigations may result in Administrative Disqualification Hearings, Civil Litigation, other appropriate administrative actions, and/or referrals for prosecution.
BFI makes programmatic and procedural recommendations to HRA programs to deter participant fraud. Office of Administrative Support (OAS) is the central repository for the receipt and processing of negotiable instruments in compliance with the NYC Comptroller Office Directive One and the Negotiable Instrument Procedure in a timely manner.
The BFI is recruiting for two (2) Clerical Associates III to function as a Unit Clerk, who will:
- Record and process manual and electronic checks received from Bureau of Fraud Investigation, Claims and Collections, Liens and Recovery and checks delivered to the agency (i.e. mail, messengers, former clients, relatives, attorneys). Conduct collateral research on unidentified checks by utilizing agency databases such as WMS, IRIS, CPS, FOCIS, MMS, Maestro, and DARB.
- Receive and handle large volumes of time sensitive telephone calls including BFI Fraud Alerts, Fair Hearing Settle In-Conference and Public Assistance Recipient Information System, from HRA staff, applicants and clients regarding their Cash Assistance, Supplemental Nutrition Assistance Program, or Medicaid cases and general inquiries from the public. Access numerous databases and engine resources (WMS, IRIS, CPS, FOCIS, MMS, Maestro, and DARB) to conduct and obtain vital information relevant to the nature of the call, including scheduling of BFI appointments and forward to the appropriate program area for handling.
- Scan all related documents for electronic filing. Ensure the information is placed in appropriate order and location and that all documents are accurately scanned, legible and complete.
- Perform clerical functions including data entry and processing incoming and outgoing mail/correspondence.
- Prepare detailed weekly and/or monthly statistical reports, worksheets or other reports that may contain the number of processed checks and/or eligible/ineligible recommendations made.
- Perform other duties as may be assigned.
Work Location: 375 Pearl Street
Hours/Schedule: 9-5
Qualification Requirements
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and one year of satisfactory clerical experience.
Skills Requirement
Keyboard familiarity with the ability to type at a minimum of 100 key strokes (20 words) per minute.
- Excellent verbal, written, interpretive, and interpersonal communication skills - Working knowledge of HRA / IREA systems including WMS, and HRA Viewer - Working knowledge of Microsoft Word and Excel - Excellent organizational skills and ability to meet deadlines - Ability to multi-task efficiently and effectively - Bi-lingual ability a plus
