The Office of the New York City Comptroller's Bureau of Accountancy (BOA) is responsible for all aspects of the City’s accounting and financial reporting. It oversees the City’s accounting operations through the year and prepares the Comptroller’s Annual Comprehensive Financial Report (ACFR) each year as required by the New York City Charter. Most of the functions of the Bureau are performed by one of its seven divisions.
Reporting directly to the Division Chief of Financial Reporting, responsibilities include, but are not limited to the following:
- Supervise and evaluate staff, including training, setting tasks and standards, and performing employee evaluations;
- Reviews monthly reconciliations of numerous balance sheet accounts, investment accounts and general fund expenditures;
- Review requests for the establishment of Designated Funds for City agencies, approve if appropriate and monitor the account activity;
- Oversee the Unit’s contributions as it relates to the preparation of the Comptroller’s Annual Comprehensive Financial Report (ACFR) and review supporting and statistical schedules;
- Review and oversee Labor Law payment processing;
- Oversee warrant processing and held checks disbursement function; Prepare, review and approve documents in FMS created by staff and other City agencies;
- Perform related assignments and special projects as required.
QUALIFICATIONS/ELIGIBILITY REQUIREMENTS:
All applicants for this position must be current employees of the Office of the New York City Comptroller serving in any of the following permanent civil service titles: Accountant, Procurement Analyst, Staff Analyst, Management Auditor, Principal Administrative Associate, Administrative Manager, or Associate Staff Analyst; or, must be reachable on any of the following promotional civil service lists: Principal Administrative Associate, Administrative Accountant, Administrative Manager, or Associate Staff Analyst.
1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing; or
2. A valid New York State Certified Public Accountant license.
To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as an Accountant - Assignment Level I or at least two years of satisfactory full-time professional accounting or auditing experience.
- Knowledge of FMS and InfoAdvantage required - Supervisory experience or project management experience preferred - Excellent analytical, interpersonal, communication and organizational skills including Microsoft Office Suite proficiency.
