Job Description

In order to be considered for this position candidate must be serving permanently in the title of Transportation Specialist, or have successfully passed and be reachable on the Open Competitive list Exam #3027 or Promotional Exam #3513, or be eligible under the 55a program. The Parking Facilities and Capital Projects Group is responsible for the management and operation of eight (8) municipal parking garages and thirty (30) municipal parking fields across New York City. The unit seeks to hire a Transportation Specialist Level 1 to work under the direction of the Chief of Contract Management and Parking Inspection unit. The selected candidate will play a crucial role in overseeing and ensuring the successful execution of all Municipal Parking Facilities management contracts.

The tasks for this position include but are not limited to the following:
- Coordinate with inspection team to monitor the condition of all Municipal Parking Facilities, ensuring continued operation and safety.
- Conduct site visits and analyze the condition of parking facilities to monitor compliance and quality of services provided by facility operators, ensuring adherence to terms, conditions, and performance standards.
- Report conditions at municipal parking facilities and ensure that necessary corrective actions are taken by operators.
- Coordinate with contractors to ensure the timely and complete submission of monthly invoice documentations.
- Prepare for and participate in monthly meetings with facility operators to review performance and address concerns.
- Maintain strong working relationship with garage operators and resolve any issues or disputes that may arise during contract execution.
- Maintain up-to-date records and database of all documents related to municipal parking facilities.
- Research relevant laws and regulations affecting parking facilities.
- Attend depositions and legal proceedings related to parking facilities when required.
- Work closely with other units or agencies to provide any necessary documentation and support related to Municipal Parking Facilities.
- Conduct and/or monitor the surveys of parking facilities, analyze collected data, and provide recommendations to enhance parking conditions and efficiency.
- Perform other parking management and operation related tasks.

Preferred Skills:

Minimum Qualifications

1. A master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or

2. A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or

3. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in "2" above; or

4. An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in "2" above; or

5. A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in "2" above.

SPECIAL NOTE:

In addition to meeting the minimum Qualification Requirements above:

To be assigned to Assignment Level II, the candidate must have an additional year of experience as described in the "Qualification Requirements" listed under "2" above.

To be assigned to Assignment Level III, the candidate must have an additional two years of experience as described in the "Qualification Requirements" listed under "2" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
