The Division of Transportation Planning & Management (TPM) is responsible for the safe, efficient and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. Traffic Engineering & Planning (TEP) is responsible for environmental review and traffic analysis, traffic engineering reviews, and multimodal street planning to improve safety, mobility, and quality of life, including air quality, land use, historic preservation, and other related issues.

Traffic Engineering & Planning seeks an experienced motivated candidate to manage a federally funded Brookville Boulevard Flood Mitigation Study. The study will focus on a 4,300’ long segment of Brookville Boulevard between 149th Avenue and Rockaway Boulevard aka Snake Road. It is a critical transportation corridor in Southeast Queens which is highly vulnerable to disruptive flooding from both coastal storms and regular high tides. The objective of the study is to develop a menu of actionable options to mitigate the flooding. The study will involve field surveys such as traffic volume counts for traffic analysis; topographic survey, bathymetric surveys; photogrammetric or LiDAR survey to map and measure features of the area’s land to facilitate a required climate change resiliency assessment, and flood mitigation analysis. The candidate will be responsible for project coordination and management activities related to the alterative scenarios’ evaluation as well as coordinate activities with other agencies, consultants, and internal project sponsors to identify and ensure the resolution of issues and conflicts that arise. The candidate should be familiar with grant management and budgeting procedures.

The candidate will be expected to have some understanding of public outreach/community engagement and be prepared to attend public and community organizations meeting and to communicate effectively with all stakeholders. Additional responsibilities may include but are not limited to: attending technical meetings, provide engineering support to the agency, prepare reports and correspondence, review and process consultants payments and requisitions, monitor progress of project and electronically update progress schedules, establish project schedules, coordinate project activities and liaise among primary agencies and other participants to ensure assigned projects/tasks are done properly and on schedule. Preferred Skills
Knowledge in Grants Management, Budgeting, transportation planning and traffic engineering principles would be an advantage. Excellent writing and oral presentation skills preferred. Valid NYS Driver's License required.

Minimum Qualifications

Minimum Qualification Requirements
1. A master's degree in transportation planning, transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or
2. A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or
3. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in "2" above; or
4. An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in "2" above; or
5. A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in "2" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
