The Transportation Planning and Management Division (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. The Office of Research, Implementation & Safety (RIS) implements road safety street redesigns, programs and is also responsible for the management of DOT’s crash data, conducts large-scale safety research projects, is lead on many agency action plans and is the key agency group for Vision Zero programs and policy. This is an opportunity to work within RIS, a team dedicated to improving road safety and eliminating fatalities and serious injuries throughout New York City.
RIS is looking for a candidate for the position of Transportation Policy Analyst. The analyst will be responsible for supporting the Serious Injury Response, Tracking & Analysis (SIRTA) program. They will also provide data-driven support in the development of research and policy, focusing on Vision Zero. Under supervision, the analyst will plan, monitor, and evaluate community safety programs; prepare evaluation reports, perform neighborhood-needs analyses and review community plans and performance. They will make recommendations on policies and procedures and provide authoritative interpretations of complex problems. The analyst will coordinate intra and interagency activities and recommend appropriate actions. They will collect, classify, evaluate crash and other safety data, and prepare the reports and studies that will drive Vision Zero design and policy. Key tasks for this position include performing and summarizing traffic safety research, performing geographic analysis using GIS, making policy recommendations, tracking, preparing and supervising the preparation of reports and presentations for internal and external (community boards, press, elected officials, conferences) audiences, preparing policy documents to advance particular agency positions and analyzing crash, traffic and other data, preparing high quality reports, graphics, charts and maps.

A baccalaureate degree from an accredited college and two years of satisfactory, full-time experience related to the projects and policies to be studied in the particular position. Proficiency in Microsoft Word, PowerPoint, Excel, GIS required. Familiarity with Adobe Suite, Microsoft Access and SQL preferred. Excellent writing, editing, oral presentation and data visualization skills required. Must be comfortable working independently, with the ability to digest, synthesize and explain policy information required. Strong attention to quantitative detail required. Knowledge of Vision Zero, traffic calming, pedestrian-oriented design, complete streets, traffic engineering are strongly preferred.
