The Office of Policies, Procedures and Training (OPPT) is the important bridge between development of policy and staff implementation of agency programs. The Unit is charged with training HRA staff to improve their knowledge and skills and to enhance their job performance.

The Office of Policies, Procedures and Training (OPPT) is recruiting for three (3) Staff Analysts, Level 2 to function as a Training Specialists within the Office of Policy, Procedures and Training (OPPT) / Office of Training Operations.

The Training Specialists conducts training sessions and workshops for agency staff and others by presenting information, using participatory activities and other training methods in order to increase staffs’ areas of competence. Additional duties include:

- Conduct mandated training for FIA newly hired, newly promoted supervisors and/or returning from leave staff on current and new procedures having to do with the administration of welfare to work initiatives for applicants and participants on temporary cash-assistance, food stamp program benefits.

- Keep abreast of State and City mandates as well as new Agency policies and analyzes their impact on current training modules; conversant with current procedures relating to all phases of center activity.

- Prepare training guides, lesson plans and other training aids needed to impart information on new and revised procedures to FIA staff.

- Train staff of other HRA Units and outside agencies in various Center procedures which relate to the function of these other units. Assist FIA center-based trainers in implementing special and/or training initiatives.

- Prepare training reports required for maximum reimbursement by NYSDSS and assist in the preparation of audits used to monitor training results from which determinations of reinforcement training is made.

- Evaluate the skills of the trainees and collaborate with location heads to assess the training needs of training participants. Assist location head in the training of staff in specialized areas such as "the Inquiry system" and when called upon assist Site based trainers in implementing special projects. Attend sessions on new training techniques for enhancing and sharpening own skills.

- May be required to assist other DSS/HRA/DHS training programs and work throughout the 5 boroughs of the City of New York.


Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
