Established in 1805, the New York City Department of Health and Mental Hygiene (the NYC Health Department) is the oldest and largest health department in the country. We serve as the population health strategist, and policy, and planning authority for the City of New York, while also having a vast impact on national and international public policy, including programs and services focused on food and nutrition, anti-tobacco support, chronic disease prevention, HIV/AIDS treatment, family and child health, environmental health, mental health, and racial and social justice work, among others.

Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

Program and Job Description:

The Office of Emergency Preparedness and Response (OEPR) promotes DOHMH's and NYC's ability to prepare for, respond to, and recover from public health emergencies through the coordination of agency-wide emergency preparedness planning, training and exercises and through regular engagement with communities as well as city, state and federal partners. OEPR envisions a healthy, resilient city in which all New Yorkers are able to achieve and maintain optimal and equitable health outcomes before, during, and after emergencies. OEPR's work recognizes the social inequities that can negatively impact our efforts to maintain and improve the health of New Yorkers during and after a disaster. OEPR works to improve its application of a social justice and racial equity lens to its emergency preparedness and response work to ensure the most equitable post-disaster public health outcomes possible.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Support implementation and continuous improvement of an emergency preparedness and response training program to educate staff on Agency plans/procedures, capabilities to respond to various threats/hazards, and other priorities.

o Incorporate innovative methods and apply building blocks approach.

Support proactive identification of training needs, topics, gaps, and resources.

Lead development of emergency preparedness and response training, in collaboration with stakeholders and subject matter experts (SMEs)

o Ensure training is adjusted based on audience type (e.g., general staff, leadership)

o Ensure training is based on best practices and adult learning principles.

Lead or support delivery of training in multiple modalities, e.g., in-person, virtual, online, video.

Explore and implement the use of technology and software to continually improve online and in-person/virtual learning, including methods to engage participants, make training interactive, assess knowledge gain, and track attendance.

Support development of multi-year Integrated Preparedness Plan (IPP), outlining key planning, organizing, equipping, training and exercising elements.

Assist with coordinating DOHMH's participation in citywide training.

o Work with DOHMH stakeholders and subject matter experts (SMEs) to incorporate public health information and DOHMH roles into citywide trainings, as appropriate.

o Support citywide trainings, as needed or requested.

o Monitor and promote emergency management training courses from external sources to relevant Agency staff.

Develop, maintain, and track clear indicators related to training completion to demonstrate leadership and staff readiness.

Provide technical assistance and/or expertise to other DOHMH programs and external partners (e.g., healthcare, community) on training development and delivery, as requested.
Respond to emergencies, as needed.


Minimum Qualifications

1.Master’s degree from an accredited college in emergency management, public health, disaster management, emergency preparedness/administration, public administration, or related field and one (1) year of satisfactory full-time professional experience in one or a combination of the following area(s): emergency preparedness planning/management, emergency medical services, fire or public safety, law enforcement, homeland security, public health, mental health, environmental/occupational health and safety or a related specialized area; or

2.A baccalaureate degree from an accredited college and two (2) years of satisfactory full-time professional experience in one of the areas described in “1” above; or

3.A satisfactory equivalent combination of education and experience. However all candidates must have a minimum of one (1) year of satisfactory full-time professional experience in one of the areas described in “1” above.


Preferred Skills

Candidate should have the following: Experience in emergency management and/or training development and delivery. Working knowledge with the Department of Homeland Security's Homeland Security Exercise and Evaluation Program (HSEEP) preferred. A FEMA certified Master Trainer is strongly preferred. Strong organizational and project management skills. Strong written and verbal communication. High level of accuracy and attention to detail. Ability to work both independently and with a team. Ability to efficiently manage multiple tasks and respond to changing priorities. Ability to engage and foster relationships with colleagues, partners, and stakeholders. Familiarity with, and ability to comfortably navigate, general office software including Microsoft Office and SharePoint.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
