Job Description

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

The Office of Training and Workforce Development consists of three units: Office of Training Operations (OTO), Office of Workforce Development (OWD) and the Logistical Support Office (LSO). OTO supports program specific training including new hires, systems training, monthly mandated training, and special projects. OWD serves as the agency professional and organizational development resource offering trainings including the professional development training academy, agency new hire orientation, mentoring and coaching. LSO provides operational support in the areas of general office management, procurement of supplies and training equipment.

Under the direction of the Senior Director, with latitude for independent judgment, the Director of Training is responsible for performing difficult and professional work administering, directing, and monitoring the eligibility training and staff development activities. The Training Director plans, supervises, and evaluates the activities of the supervisory staff who prepares and conducts the studies and analysis of the training objectives of DSS/HRA/DHS employees, to assess any performance deficiencies which can be modified with the appropriate training resources, develops curriculum and training aids for employees based on their determined needs.

The Office of Policy, Procedures, and Training (OPPT) is seeking an Administrative Staff Analyst NMI to function as Training Director who will:

- Plan, manage, and direct the development and delivery of training activities to Agency staff to ensure efficiency and productivity. Plan and prioritizes task and projects, ensure impediments to meeting deadlines are identified and resolved. Develop training strategy, including defining training goals, objectives, roles, and responsibilities of the training team to ensure curriculum developed meet the needs of the Agency.

- Oversee development of curriculum standards, assesses training needs, direct the design and development of training programs to meet the needs of DSS/HRA/DHS staff assigned throughout New York city.

- Supervise the on-site day-to-day activities of Senior Trainers/Trainers ensuring that the work products are of high quality, timely and meet the objectives of the Agency. Mentors and provides guidance to the subordinates and handles all personnel responsibilities for these individuals such as providing guidance, management of direction and staffing.

- Collaborate with various outside agencies and vendors to identify training opportunities, define deliverables, and manage vendor delivery of training. Enable the sharing of knowledge across the organization through the creation of networks, insights sharing meeting, tools, and other forms of collaboration.

- Attend Agency meetings on behalf of the Senior Director of Training and informs senior Agency members of new information. Liaises with other Agencies and program areas in high level staff meetings where the design and implementation of training is discussed.

- Oversee the design, implementation, and facilitation of the train the trainer workshops on DSS/HRA/DHS topics and related topics. Ensure the scheduling, conducting, and evaluating of train-the-trainer workshops designed to familiarize all trainers with curriculum materials and presentation methodology for policy and training release, special training projects, and new hire training.

- Responsible for the analysis and review of Quality Control reports to enhance training modules accordingly to ensure corrective action plans.

- Maintain appropriate training materials, resources, and tools such as presentations, recordings, user guides and trainer materials and develop quality assurance protocols, databases, and training reports to ensure that agency and program goal are met.

- Liaise with Information Technology Services (ITS) and other external programs to keep abreast with system/software changes that may affect training curriculums and operations.

- Complete assignments and troubleshoots for the Senior Director as requested.

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
