PROGRAM AND JOB DESCRIPTION:

The New York City Department of Health and Mental Hygiene (NYC DOHMH)'s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) oversees the City's response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Across a range of programs and through extensive collaboration with other parts of NYC DOHMH and external stakeholders, BHHS leads testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; research and evaluation; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives.

The Clinical Operations and Technical Assistance program (COTA) works to measure, report on, and improve the quality of prevention and care services delivered to people with HIV as well as those at risk for HIV. The COTA program engages in a variety of activities including clinical and non-clinical provider trainings, assessment of clinical venues via site visits and survey assessments, provision of targeted technical assistance, and production of reports and presentations on findings and implications, and engagement with internal and external partners.

The Training Unit conducts professional training for HIV non-medical service providers since 1988. We offer a robust suite of trainings to build capacity and skills of clinical and non-clinical staff who work in health departments, hospitals, clinics, and community-based organizations (CBOs) in New York City and the Greater Metropolitan Area. The Training Unit strives to decrease the transmission of HIV in and around New York City and improve the quality of care for people with HIV through education and training.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Work with the Manager of Training Content and Development to support development of new trainings, and to ensure all new and existing training slides are formatted correctly with current BHHS templates, 508-compliant, visually appealing, maintain appropriate literacy level, and compliant with language guidelines for both BHHS and NYC DOHMH.

Respond to/triage special training requests from external and internal programs.

Collaborate with the Training Unit's Administrative Assistant to schedule planning meetings with requestors (special request trainings), Manager of Training Content and Development, and assigned trainers.

Maintain and update current and new curricula tracking sheets for all trainings, as well as special request tracking sheet.

Ensure surveillance data is current with all trainings.

Conduct literature reviews on latest data and trends in HIV prevention and care, to support content development and edits.

Conduct needs assessments to inform training content.

Assist in conversions of virtual, in-person, and self-paced trainings.

Conduct trainings as needed.

Support efforts to expand the COTA training/technical assistance website and create a cohesive online learning management system (LMS).

Implement administrator functions on LMS site including branding, customization, system setting, system selection and alteration functions for LMS where needed.

Represent BHHS, as requested, at both relevant internal and external meetings.

Perform ad-hoc duties as may be assigned by supervisor.


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

Excellent written, oral and interpersonal skills. Must have knowledge of HIV prevention and treatment, curriculum development and expertise in training design. A minimum of 2 years of experience in training preferred. Exceptional relationship-building and influencing skills. Solid working knowledge of website design, system functions for learning management software, e-learning software, Excel, PowerPoint, and other MS Office software a firm grasp of public health and health or social services evaluation keen attention to detail and ability to handle multiple and diverse assignments. Preferred candidates will have strong organizational and project management skills an appreciation for data quality and program quality management an ability to support projects such as coordination of workshops/trainings and development and design of questionnaires ability to develop materials, handouts, questionnaires and a diplomatic ability to navigate within institutions such as Health Departments and CBOs with different needs. This role also demands an ability to work effectively with a diverse staff of trainers, planners, capacity-building experts, clinicians, program managers and service providers within the DOHMH and at external agencies, including the CDC. NOTE: This position may be eligible for remote rk up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
