JOB DESCRIPTION:
The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations, and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.
Life-Safety Systems Division is responsible for enhancing and preserving the continuity and support of PSAC (Public Safety Answering Center) E-911 Systems including the Citywide Public Safety Communications Radio Infrastructure. This includes managing and supporting the IT systems for the Communications Section (911) and law enforcement personnel in the field.
The selected Telecommunications Associates Data, IV will:
-Manage and oversee the implementation of NYPD NENA compliant NG911 logging and recording system.
-Manage the configuration and deployment/integration of the ESINET SIP, i3 NGCHS, and GIS network for Class 2, logging and recording.
-Review/approve NENA compliant NG911 logging recording test cases and identify any risks associated with the integration of such.
-Participate in Class 1, 2 and 3 NG911 ESINET SIP, i3 NGCHS and GIS breakout session meetings to define overall system meets NENA standards.
-Manage and test CAD integration, audio analytics, screen capture, text to 911, RTT and video for logging and recording.
-Participate in requirements gathering, detailed design, COHAB, FAT, SIT, UAT, NLST testing and knowledge transfer activities as needed.
-Evaluate existing infrastructure and propose enhancements to improve call routing, data transmission and network reliability.
-Monitor network performance including voice and data traffic; quickly identify and resolve issues related to call drops, latency or system failures and conduct regular tests to verify system functionality.
-Optimize call routing algorithms to ensure that emergency calls reach the appropriate dispatch center efficiently and implement failover mechanisms to handle network disruptions.
-Work with radio communication technologies used by emergency responders (police, fire, medial) and ensure seamless communication between field units and dispatch centers.
-Integrate Geographic Information Systems (GIS) data into emergency communication systems, use location-based information to route calls accurately and provide responders with real-time data.
-Regularly audit call recordings and system logs to maintain quality standards and ensure compliance with legal and regulatory requirements related to emergency communication.
-Train dispatchers and operators on system usage, troubleshooting and emergency protocols and provide technical support during critical incidents.

1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in data telecommunications/ networking or in a pertinent scientific, technical, electronic or related area and one year of satisfactory full-time experience in the performance of analytical, planning, operational, technical, and/or administrative duties in a data telecommunications or closely-related electronics planning, electronics management, and/or electronics service environment; or
2. An associate degree from an accredited college including or supplemented by 12 semester credits in data telecommunications/ networking or in a pertinent scientific, technical, electronic or related area and two years of experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent and three years of experience as described in "1" above; or
4. A satisfactory combination of education and/or experience equivalent to "1", "2" or "3" above. A college education may be substituted for experience on the basis of six months of experience as described in "1" above for each 30 semester credits of undergraduate college education including or supplemented by 6 semester credits in data telecommunications/networking or in a pertinent scientific, technical, electronic or related area for a maximum of two years. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least one year of the experience as described in "1" above.
Special Note - Additional Requirements for Assignment Level IV
To be eligible for placement in Assignment Level IV individuals must have, after meeting the minimum requirements, at least two additional years of full-time experience as follows: 1) As a Telecommunications Associate (Data)-Assignment Levels I, II, and III working for the City of New York; or
2) Performing analytical, planning, operational, technical, and/or administrative duties in a data telecommunications, electronics planning, electronics management, and/or electronics service environment, one year of which must have been specialized work in a consultative or supervisory capacity.
-Proficiency in telecommunications protocols (VoIP, SIP, ISDN, etc). -Knowledge of network architecture, routers, switches, firewalls and load balancers. -Extensive knowledge of logging and recording systems for 911 Telephony, Dispatch Radio and Computer Aided Dispatch System. -Public Safety knowledge 911 Telephony, Dispatch Systems, Radio Console Audio Arbitration experience of UAT planning and execution. -Familiarity with radio communication systems understanding ESINET NENA i3 network design. -Ability to analyze complex network issues and propose effective solutions. -Clear communication with emergency personnel is essential. -Strong problem solving and troubleshooting skills to diagnose and resolve network/technical issues -Ability to work under pressure during critical incidents.
