The Real Estate Services (RES) Line of Service of the Department of Citywide Administrative Services (DCAS) is the real estate arm of the City of New York and consists of six distinct units: Portfolio Planning and Management (PPM), Leasing, Design & Project Management (D&PM), Strategic Real Estate Initiatives, Planning, and Financial Services. The RES Line of Service meets the different real estate needs of City agencies including the following: negotiation of leases; the architectural design and project management for construction and renovations of over 22 million square feet of privately owned space and 15 million square feet of City-owned space; the acquisition and disposition of real estate; performing zoning and land use analyses; enforcement of space standards in office design; overseeing the equitable allocation of city-owned and leased space for agency use.

The Design & Project Management (D&PM) Unit is tasked with delivering comprehensive project management and design expertise to DCAS and NYC client agencies in order to fulfill their operational and space needs in support of their services to the general public. Reflective of that mission, D&PM is responsible for providing Project Management Services for the renovation of leased and city owned space including programming, preliminary design, scope of work development, cost estimating, furniture and equipment specifications, procurement coordination, space measurement verification and construction administration, among others. D&PM serves client agencies as facilitator in translating their operational needs into space needs that support their specific missions and their workforce.

We are looking for an IT Project Specialist to perform the duties of a Technology Specialist who has experience in technology builds (ISP, Network, Wireless, Phone, A/V, Structure Cabling, Security, etc.) for corporate real estate projects. The role requires experience working with general contractors, architects, MEP engineers, and technology consultants for design and build process. It is critical to understand the full life cycle of a new build-out and experienced project leadership, planning, execution, control, data integrity and project closeout. Familiarity with the City’s Department of Information, Technology and Telecommunications (DOITT) procedures is desirable but not necessary. A successful candidate is extremely organized, confident and demonstrates strong prioritization skills. In this role, they will be responsible for ensuring daily coordination of project activities between the Client Agencies, DCAS Project Managers, design consultants, construction, IT, and vendor teams. Additional responsibilities include:

Responsibility #1: Support project managers and work with the various client agencies on their technical requirements for IT, AV and Security. Ensure those needs are correlated to line level drawings.

Responsibility #2: Manage vendors and team members in IT/AV builds functions: Manage relationships with technical project team members (i.e. client agencies, vendor partners and third-party consultants) as appropriate, to ensure project delivery timelines are met, and accurately reflected in reporting metrics.

Responsibility #3: Work hand-in-hand with the DOITT and in-house staff: Assist with managing technical activities on builds (ISP, Network, Wireless, Phone, A/V, Structure Cabling, Security, etc.) on smaller projects.

Responsibility #4: Function as a support to project managers by providing:

Review of shop level drawings to ensure the line diagrams, signal flows and that the equipment is what the client agency requires.

Conduct regular site visits during construction to verify installation is following design drawings.

Responsibility #5: Oversee AV costs and budget: Review quotes and change orders for accuracy. Negotiate costs as needed; track and compile actuals incurred; provide justification for change orders or variances; review and sign off on invoices.

Responsibility #6: Partner with Construction and Project Management workstreams: Work alongside Architects and other design teams in space design to preserve aesthetic design while providing state of the art functionality.

Responsibility #7: Be a strategic partner to internal tech stakeholders: Maintain relationships with tech teams to monitor and report on build progress. Be a liaison between Real Estate and DOITT and manage stakeholders and expectations.

Responsibility #8: Transition project to client agency team: Provide and guarantee warm handoff and training to in house IT support staff on installed & deployed technology.

Responsibility #9: Be proficient in computer programs such as Word, Excel and updated versions of AutoCAD.


Flexible Work Update:

This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of satisfactory full-time experience related to the area(s) required by the particular position; or,
2. Education and/or experience which is equivalent to "1" above.


Preferred Skills

Bachelor’s degree is preferred. CTS-D/I certification is preferred. AutoCAD proficiency is preferred. Experience managing technical teams is greatly valued. Self-starter, able to work independently on projects with little to no direction. Collaborative and cooperative leader with a focus on team building. Experience managing various workstreams and/ or managing a team of resources. Extremely efficient, creative, resourceful, and strategic thinker. Excellent written and verbal skills confident communication and listening. Experience managing budgets and schedules. Strong ability to multi-task and successfully coordinate multiple projects simultaneously. Ability to prioritize activities effectively, while ensuring a high level of accuracy and attention to detail. Strong interpersonal skills and ability to build relationships. Curiosity, creativity, and willingness to tackle new tasks.
