The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
The New York City Administration for Children’s Services of Office of Information Technology (OIT) the department has the responsibility to provide high-quality, reliable, sustainable technology
services and support to meet the needs of the families and children we serve through ACS and its vendor partners and other city agencies. The Center for Technology Ideation and Management (CFTI&M) unit devises the IT strategy and roadmap, bringing to fruition transformative and innovative technology solutions that are aligned with the Agency's missions. This is accomplished through four key areas Relationship Management, Technology Ideation, Enterprise Architecture, and Project Management.
The Technology Ideation Engineer at the Administration for Children's Services (ACS) will play a pivotal role in implementing and recommending innovative technology solutions and automation possibilities to enhance the agency's operations. Reporting to the Director of Technology Ideation within the Office of Information Technology (OIT), the Engineer will collaborate with cross-functional teams to drive ideation efforts and implement opportunities for new technology adoption.
Key Responsibilities will include but not be limited to:
- Concept Development and Innovation: Generate, evaluate and refine new ideas for innovative technologies, solutions or products that align with the ACS and OIT’s strategic goals and business user’s needs
- Cross-functional collaboration: Work closely with the relationship management team, developers, business analysts and stakeholders to gather high-level requirements, develop concepts, prototype designs, and transition ideas from ideation to implementation
- Take a holistic view: Conduct thorough research on market trends, emerging technologies and other city agencies’ innovations to identify opportunities for new product adoption or solution development. Look inside the agency to identify existing/in-progress solutions or applications where new requirements fit well and/or meet requested functionality
- Problem-Solving and Creative Thinking: Apply design thinking and creative problem-solving methodologies
- Prototype and Feasibility Assessment
1. Develop early-stage prototypes and collaborate with the IT Assessment team to assess the technical feasibility and business viability of the ideas
2. Prioritize ideas based on their potential value, feasibility, and alignment with the organization’s goals
- Document all stages of the ideation process from initial concept generation to final recommendation and communicate findings effectively to stakeholders
- Monitor and explore advancements in technology and innovation to inspire new ideas and keep the team at the forefront of technological development

IT PROJECT SPECIALIST - 95710
1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
4. Education and/or experience which is equivalent to "1", "2", or "3" above.
The preferred candidate should possess: - Familiarity with Agile development methodologies - Experience with software design and development in a test-driven environment - Knowledge of coding languages like C#, Java, JavaScript, Python, etc., and frameworks/systems - Experience with databases and Object-Relational Mapping (ORM) frameworks (e.g. Hibernate, Entity Framework) - Strong knowledge of cloud platforms (e.g., AWS, Azure, GCP) - Experience and understanding of decentralized and distributed application architecture - Familiarity with CI/CD tools and processes - Experience and understanding of Robotic Process Automation (RPA) tools such as UiPath - Familiarity and understanding of Artificial Intelligence (AI) and Machine Learning, low-code/no-code development, blockchain technology, microservices architecture, edge computing, progressive web apps (PWAs), cybersecurity, cloud computing - Ability to learn new programming languages and technologies - Excellent communication skills - Attention to detail.
