The Department of Design and Construction seeks a Technical Director to be part of the team of experienced professionals responsible for the agency’s program for expanded Design-Build delivery and other alternative delivery methods. This program is a priority initiative to adapt the agency’s design-bid-build delivery model for alternative delivery approaches that promote streamlined, efficient delivery of high-quality excellent projects. The current program team consists of two Design-Build Units, one that directly supports the Infrastructure Division and one that directly supports the Public Buildings Division. The Alternative Project Delivery program is expanding to centralize Design-Build resources and standards for the agency with consideration for future application of Progressive Design Build, CM At-Risk, CM Build, and other alternative project delivery models, and will also support emergency programs. The Technical Director will work on this centralized team and report directly to the Associate Commissioner for Alternative Project Delivery.
The selected candidate will provide technical leadership for the agency’s Design Build program to ensure consistent standards, processes and procedures are implemented. Primary responsibilities include: promote collaboration and coordination between Infrastructure’s Design-Build Unit and Public Building’s Design-Build Unit and support the core teams and managers in both divisions; manage standard requirements for alternative delivery, including adaptations of existing DDC requirements and development of new processes and procedures (e.g., approach to performance specifications) to ensure standard deliverables at each stage of project delivery, reflective of a wide variety of project typologies and sponsor agency needs; develop a design management program for both divisions, with support to technical staff to ensure broad awareness, interpretation, and application of technical standards across projects in the alternative delivery program, to facilitate design quality and constructability reviews; provide guidance on program and project decisions to ensure successful application and adoption of technical requirements, including partnership with Owner’s Advisors team and other consultants and specialists to develop trainings and resources to support project teams with clear internal processes for quality design and construction at all stages; monitor progress on project teams and track coordination refinements to technical requirements, deliverable requirements, processes, tools, and other program resources to reflect lessons learned during pilot project implementation; serve as a liaison to Bid Packaging, DDC Law, and ACCO for strategic policy decisions and updates to standard procurement and contract documents that reflect lessons learned of pilot projects; and support agency governance with decisions about strategy and operations for alternative delivery technical standards, including coordination with external stakeholders and industry partners to implement best practices.
A valid New York State Registration as an Architect is required. In addition, candidates must have six ( 6 ) years of full-time paid experience in architectural work, at least two (2) years of which shall have been as an administrative architect.
Candidates must have experience with diverse architectural and engineering project typologies. Candidates with a valid NYS License in their respective building discipline and experience with NYC regulatory requirements and processes including NYC Building Codes, Zoning Code, and local laws are preferred. Candidates with recent experience in design-build procurement and contract administration are preferred. Candidates should demonstrate an ability to balance multiple priorities and perform tasks across multiple simultaneous projects at various stages of development and implementation. Candidates should possess excellent organizational skills and be proficient with Microsoft Office applications. Candidates must have strong verbal and written communication skills and demonstrate an ability to facilitate teamwork and build consensus among diverse stakeholder groups for policy decisions. Candidates must demonstrate ability to work collaboratively in a team setting with staff at different experience levels and demonstrate an ability to engage with non-technical staff including diverse client agencies, end users, and other stakeholders.
