The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
Information Technology Services (ITS) is DSS’s technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.
Information Technology Services/Office of the Chief Information Officer is recruiting for one (1) IT Project Specialist, to function as Technical Advisor to the Chief Information Officer, who will:
- Oversee, plan, manage and coordinate complex projects from initiation to completion, including
defining project scope, creating/updating project plans and work breakdown structures, scheduling
project deliverables, goals and milestones, identifying and managing IT project risks, determining
resource needs, obtaining signoff on project deliverables, etc. using IT Strategy, Roadmap and
Operating Model best practices, while applying expertise in IT Governance, Enterprise Architecture,
Project Portfolio Management (PPM), and Stage-Gate practices.
- Provide day-to-day oversight and leadership of various project teams including teams working on
Access HRA, the DSS Data Center Migration, IT Project Management Office Governance, Asset
Management Governance, and the CIO’s Strategic Transformation Roadmap. Coordinates, tracks,
and report on project tasks (such as Strategic IT restructuring tasks and the tasks required to promote
change across departments) and progress to management, stakeholders, and relevant teams.
- Lead teams in being change agents and integrating IT functions that have gone through dramatic
internal changes. Lead teams in various projects related to developing organizational culture change
and positioning the organization to realize the benefits of that change, by advising, by serving as a
technically skilled expert on DSS’s IT applications and the specific hardware and software it employs,
from end to end, to ensure the most efficient use of ITS’s assets, both tangible and intangible.
- Drive improvement initiatives related to ITS policy and practice development, funding, resourcing
and training. using creative technology planning techniques, mission, and leadership strategy
methodologies – competitive advantages, vision statements, mission statements, vision descriptions -
and organizational vision and value development tools.
- Research and identify emerging technologies impacting how we can best serve our clients, solve the
operational problems our Programs face and meet our Programs’ needs to ensure ITS department
strategic goals are met or exceeded, in the context of the Agency's vision and values (here you need
to enter why is the position researching and identifying, to achieve what end result, for example to
ensure continuous improvement); Liaise with business leaders, IT technical teams and vendors,
as necessary in fulfilling the department goals and objectives.
1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
4. Education and/or experience which is equivalent to "1", "2", or "3" above.
- Skilled in creating end-to-end processes out of legacy silos, establishing a data-driven mindset, & putting the customer at the center of business operations. - Business acumen insight and understanding of business customer behaviors. - Skilled in driving team focus on business outcomes rather than delivery deadlines. - Ability to articulate vision, business outcomes, end state, and all of the operational changes that have to happen to implement strategy. - Encouraging, empowered, and collaborative can-do attitude. - Impeccable time management and multi-tasking skills. - Business minded and strategic planner. - Proven problem solver who can make clear-headed decisions while under pressure. - Ability to analyze and compile large swaths of data and present effective reports. - Highly experienced with project coordinating and management. - Understanding of current and emerging application development and infrastructure solution technologies and practices and how other organizations are employing them and the ability to identify and act on opportunities for continuous improvement ITS contract/Budgeting applications such as Financial Management System (FMS), Procurement and Sourcing Solutions Portal (PASSPort), electronic Procurement and Contracts Tracking System (ePACTS), and Human Resources Management System (HRMS).
