The core functions of the Human Resources Department include recruitment, onboarding/offboarding, employee discipline, labor relations, performance management, timekeeping, and professional development. Under the supervision of the Assistant Commissioner of Human Resources, with latitude for independent judgement, the selected candidate will provide data and talent acquisition support to the Human Resources Department at the Office of Chief Medical Examiner. Typical tasks that will be performed by the selected candidate include, but are not limited to the following:
o Promote and optimize HR processes, improve operational efficiency, and manage systems and data analytics.
o Maintain and develop data metric interfaces to support the agency overall objectives.
o Analyze technical processes and maintain data dictionaries to ensure accurate reporting.
o Analyze and improve current processes to have a robust system within the unit.
o Identify and recommends improvements to internal procedures to streamline workflows and improve processes.
o Implement solutions to improve efficiency and effectiveness
o Coordinates initiatives, follow up on outstanding issues, and work with leadership and other departments, as necessary.
o Research and leverage data to optimize efficiency, performance-based metrics within the agency
o Assesses training needs, gaps, and opportunities for professional workforce development.
o Assure that completion of trainings is tracked for reporting training metrics to Assistant Commissioner
o Implement novel training modalities for improved workforce performance and engagement.
o Tracking headcount, attrition, and other metrics
o Developing and submitting job postings in EHIRE
o Reviewing candidate qualifications and forwarding qualified r sum s to hiring managers
o Conducting follow-up to ensure candidates are accomplishing onboarding milestones within set timeframes
o Conducting agency-specific orientation sessions
o Preparing job offers, release letters, and other correspondence
o Coordinating and attending job fairs, professional conferences, and various recruiting events
o Planning and attending interviews as the HR representative
o Coordinating start dates with hiring managers
o Referring candidates to DOHMH for employment and medical processing
o Facilitating civil service list actions
o Establishing and maintaining rapport with OCME’s HR Partners, e.g. DOHMH, DCAS, other agencies, etc.
o Supervise select Talent & Data staff as directed.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
