THE DIVISION
The Human Capital Division acts as a strategic business partner and consults with all employees and managers on human resources functions and issues for a 350-person agency. Human Capital handles various day to day human resources operations including payroll, timekeeping, Time and Leave, benefits, recruiting, employee services, professional development, employee engagement and experience, as well as other related topics.
THE ROLE
We are seeking a Human Resources professional to serve as a Talent Acquisition Specialist, as part of our evolving, dynamic, service-oriented Human Capital team. With primary focus in recruiting and staff retention, responsibilities include – but are not limited to – the following:
- Manage the full cycle recruitment process including pre-planning meetings with hiring managers; create, edit and publicize job postings via NYCAPS, Internal/External site, bulletin boards and other career sites; extend job offers to prospective candidates; handle PAR submissions in NYCAPS for OMB approval in partnership with the Fiscal Team; send out and maintain offer letters and release requests; conduct pre-onboarding for all hires, and process new hires/DP-72 actions in NYCAPS;
- Develop effective job postings and recruitment strategies based upon job responsibilities and civil service minimum qualification requirements;
- Manage all activities and operations performed during the Onboarding process to ensure adherence to governing citywide and agency-wide rules and regulations;
- Coordinate and Schedule background Investigations for all new hires in coordination with DCAS and DOI;
- Track and monitor work visas and certifies I-9 activity for all staff;
- Maintain Job Vacancy and PAR submission Tracking Systems to capture candidate information and other related metrics;
- Attend career fairs, networking events, and civil service hiring pools;
- Develop strategies for identifying appropriate websites and recruitment sources for all DCP positions;
- Establish regular and proactive communications with hiring managers to provide status updates on all hiring activities;
- Provide information and assistance to agency management and staff on Civil Service exams and all applicable civil service rules;
- Respond to recruitment inquires and send periodic internal and external emails regarding active postings;
- Partner with colleges and universities and other external recruitment channels to attract talent ;
- Collaborate with oversight agencies (NYCAPS, OLR, DOI, DCAS) for best practices methodologies, and to ensure compliance with policies and procedures on recruitment and other personnel matters;
- Prepare routine ad-hoc reports on HRIS systems (e.g., NYCAPS, LRS, CHRMS, etc.); and
- Assist with special projects as needed.
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
- Minimum of two-year of Recruitment experience, with expertise in NYC citywide HR platforms (e.g. NYCAPS, PMS, CHRMS, PRISE, LRS, REMEDY) - Demonstrated knowledge of Citywide Personnel Rules and Regulations - Experience with conducing Civil Service Hiring Pools, - Infallible attention to detail - Strong interpersonal and customer service kills, ability to establish credibility across all levels of stakeholders and colleagues - High proficiency in Microsoft Office, particularly Excel and PowerPoint - Strong analytical and problem-solving skills - Excellent written and spoken communication skills - Ability to multi-task and work both independently and as part of a team and - Ability to make judgements and decisions on confidential matters.

New York City residency is generally required within 90 days of appointment.
