The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations (CBOs) to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. DYCD’s initiatives include COMPASS, the City’s comprehensive afterschool system, Beacon Community Centers, adult and youth literacy programs, youth employment programs, services for runaway and homeless youth, and community development programs.- DYCD also collaborates with other City agencies on a range of mayoral initiatives to improve City services and ensure greater opportunities for minority and immigrant youth and families.- - This role would be situated within the Bureau of Planning, Program Integration, and Evaluation (PPIE), comprising the Office of Planning, Evaluation and Analytics which promotes data-driven and evidence-informed decision-making across DYCD and the Office of Capacity Building and Professional Development, which provides training and technical assistance to service providers to ensure high-quality services in communities. Reporting to the Assistant Commissioner for PPIE, the Systems Content Specialist: Responsibilities: - Works closely with the Bureau of Information Technology (IT) to engage end users and internal stakeholders in human-centered design processes to develop system requirements and increase accessibility and ease of use for end users. - Acts as a liaison between program units; evaluation, analytics, and program design teams; and agency leadership to ensure the system reflects program design changes as new requirements roll out, best practices for collecting and defining outcome measurements, and agency priorities for data collection. - Develops processes for adding new functionality to DYCD systems and coordinates project management with IT to support agency priorities. - Facilitates and documents decision-making with DYCD program units for data system requirements. - Coordinates the rollout of DYCD systems such as new program areas and functionality in DYCDConnect and participant-facing functionality, including drafting communications, training stakeholders and/or liaising with external trainers to meet agency needs, and creating training materials. - Conducts stakeholder engagement, including focus groups, surveys, and user acceptance testing, to inform and test DYCD systems. - Engage with community members and nonprofit providers to understand data collection practices and needs and inform system development accordingly. - Develop communications and marketing strategies to build awareness of DYCD systems. - Convene interagency workgroups to inform system design and policies. - Other tasks as assigned.


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

- Strong oral and written communication skills. - Proven record of establishing strategic relationships quickly and effectively. - Excellent project management skills, including ability to develop and manage processes involving multiple stakeholders and deadlines. - Knowledgeable of human-centered design and stakeholder engagement methods. - Previous experience reengineering processes to better serve end-users. - Experience communicating complex systems to stakeholders and translating needs into structured system recommendations. - Knowledge of DYCD systems and/or comfortable learning new data and administrative systems. - Direct program experience.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
