The New York City Administration for Children’s Services of Office of Information Technology (OIT) department has the responsibility to provide high quality, reliable, sustainable technology services and support to meet the needs of the families and children we serve through ACS and its vendor partners and other city agencies.

The Business Solutions unit provides project management services, gathers system requirements, performs system testing and builds systems that meet our customers’ needs and supports their operations. Business Solutions comprises Project Management Office, Business Analysis, System Development, and Testing and Quality Assurance. The Systems Development group builds, enhances, and supports applications specific to ACS as defined by the Business Analysts. There are 76 in-house systems built and supported by this team. Some of the key technologies used to develop applications are Oracle, Java, MS Dynamics, and SQL Server.

Reporting to the Computer Systems Manager within Office of Information Technology, with latitude for independent initiative and judgment, the successful candidate will be responsible for performing the following duties, but not limited to:

- Develop complex applications according to requirements/specifications using Microsoft Dynamics with associated languages and tools in a variety of systems development life cycle (SDLC) methodologies, including Waterfall, Agile and Hybrid Agile.
- Design, develop, program and implement in assigned project utilizing MS Dynamics on cloud and/or on premises with SQL Server, Oracle backend, java-scripts, .Net and other related technologies such as Power Apps and Dynamics Portals.
- Design, develop, program and implement data integrations and data-feeds from various databases.
- Develop SQL Server Reporting Services reports.
- Utilize version control systems such as TFS.
- Create Technical Design Documents.
- Perform unit and integration testing.
- Explain technical concepts to users and help them understand the solutions implemented.
- Estimate timeframes to implement specifications.
- Work with the business analysts and team to program the specifications.
- Assist in creation of standards and implementing industry best practices.

ADDITIONAL INFORMATION

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $83,685-$96,238.

Minimum Qualifications

1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in computer science or a related computer field and one year of satisfactory full-time computer software experience in computer systems development and analysis, applications programming, database administration, maintenance and support, systems programming, data communications, mainframe development, mobile development, web development and design; or

2. A four-year high school diploma or its educational equivalent and five years of satisfactory full-time computer software experience as described in "1" above; or

3. Education and or/or experience equivalent to "1" or "2" above. College education may be substituted for up to two years of the required experience in "2" above on the basis that 60 semester credits from an accredited college is equated to one year of experience. In addition, 24 semester credits from an accredited college or graduate school in computer science or a related field, or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least one year of satisfactory full-time experience as described in "1" above.


Preferred Skills

The preferred candidate should possess the following: - Minimum of 8 years' experience of application software development, data analysis, data access, data structures, data manipulation, database designs, programming, testing and implementation, technical and user documentation, software conversions and migration of data. - 3-5 years' experience in MS Dynamics, .NET and Visual Studio and related technologies. - Highly skilled and specific expertise in programming in MS Dynamics 365 (cloud or on-premise), .NET 3.5 or higher with Visual studio, java-script and related technologies. - Experience with MS SQL Server 2016 or above as well as SQL Server Integration Services (SSIS). - Experience with SSRS Reports Development. - Experience with ADX Studio, ADX Portals/Dynamics Portal. - Experience with Kingsway Software data Integration tool. - Experience in developing Power Apps. - Knowledge of Tableau, Power BI will have an added advantage - Experience with version control systems, preferably TFS. - Versed in different development methodologies (Iterative, Agile, Scrum etc.). - Strong communication, analysis, and problem-solving skills. - Quick to learn, self-motivated, and enthusiastic, work well within a team environment and with minimal supervision. - Comfortable working with defined project plans and contributing estimates to the planning process. - Able to meet and deliver on deadlines and work well under pressure. - Follow guidelines and standards as set forth by ACS and OIT.
