The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home.
The New York City Administration for Children’s Services of Office of Information Technology (OIT) department has the responsibility to provide high quality, reliable, sustainable technology services and support to meet the needs of the families and children we serve through ACS and its vendor partners and other city agencies. The Systems Development unit Builds, enhances, and supports applications specific to ACS as defined by the Business Analysts. There are 76 in-house systems built and supported by this team. Some of the key technologies used to develop applications are Oracle, Java, MS Dynamics, and SQL Server.
This position will Report to the Director of Systems Development within the Office of Information Technology. With considerable latitude for independent initiative and judgment, the Web Application Developer, working primarily in Java / Angular and Micro Services will work with the team to develop application systems, and will have the opportunity to contribute to the evolution of the system’s architecture and technology, as well as the continual improvement of development processes. This person will lead the effort of complex application development, architecture and technical design.
The selected candidate will be responsible for performing the following duties but not limited to:
1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
The preferred candidate should possess the following: - 10+ years' experience in J2EE web technologies. - Core Java multi-threading, concurrency, annotations, collections, etc. - Hands-on experience developing in Open Source Java (spring, Hibernate, Struts), web services. - 5 years' experience working with Angular in a Micros-Services (lite) environment. - Experience working with Kubernetes is a big plus. - Building mobile applications using Angular a plus. - Experience working in an Azure Devops environment. - Strong knowledge of HTML, XML, JavaScript, AJAX, EJB, IBM MQ Series, Java Server Pages/Faces, JDeveloper, Eclipse, CSS, Servlets, MVC. - Some programming experience in Oracle SQL, PL/SQL and BI Publisher. - Some experience in creation of Procedures/functions. - Application servers, namely OAS and Web logic, Tomcat. - XML technologies including DTD/XSD, XPATH, and Object XML mapping. - Unit testing (JUnit/Mock), Continuous integration, and Agile methodologies. - Knowledge of and experience with working on common design patterns and industry standards. - Experience with version control systems, preferably PVCS. - Versed in different development methodologies (Iterative, Agile, Scrum etc.). - Strong communication, analysis, and problem-solving skills. - Experience in creation of design documents. - Quick to learn, self-motivated, and enthusiastic work well within a team environment and with minimal supervision. - Comfortable working with clearly defined project plans and contributing estimates to the planning process. - Able to meet and deliver on deadlines and work well under pressure. - Follow guidelines and standards as set forth by ACS and OIT.
