Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

PROGRAM AND JOB DESCRIPTION:
The nation's leading local health department seeks an IT Systems Administrator to join its award-winning, innovative technology team in revolutionizing public health IT. The New York City Department of Health and Mental Hygiene (DOHMH) uses the latest technologies and enterprise-wide application solutions in its groundbreaking work to promote and protect New Yorkers' health and improve DOHMH's business operations. The Division of Information Technology aims to align technology solutions with the DOHMH mission by prioritizing resource use and deploying innovations that facilitate the agency's day-to-day activities and enhance staff productivity and efficiency. Our goal is to provide users with a reliable, stable, and safe computing environment, through the collaboration of the Bureau of Network Technology & Telecommunication Services provides DOHMH with a high available and resilient centralized network infrastructure and Data Center services, a dependable computing environment, and high standard customer-oriented desktop support to all DOHMH staff.
The Bureau of Network Technology and Telecommunication Services (NTTS) aims to provide DOHMH programs and staff, our external partners and providers, and all citizens relying on our systems and services with a highly reliable and available network infrastructure and services for both voice and data. Resilient and centralized data center services for applications and hosting databases, a customer service-oriented and secure computing environment, and delivery of information technology products and resources that have been designed, engineered and implemented to support and facilitate the agency in all of our initiatives. As an IT System Administrator, you will play a crucial role in ensuring the smooth operation, security, and performance of our clients' IT environments. You will be responsible for installing, configuring, and maintaining servers, networks, and other critical IT infrastructure components. Your primary focus will be on managing servers, monitoring system performance, resolving technical issues, and providing proactive support to prevent potential disruptions.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Install, configure, and maintain servers, operating systems, and software applications.
Monitor system performance, troubleshoot issues, and ensure high availability and reliability.
Implement security measures to protect data and systems from potential threats.
Manage user accounts, permissions, and access rights.
Conduct regular system backups and disaster recovery planning.
Collaborate with cross-functional teams to support IT-related projects and initiatives.
Stay updated with the latest industry trends and best practices to recommend system improvements.
Identify and implement process automation opportunities to enhance efficiency.
Provide technical support and assistance to end-users for hardware and software-related issues.
Create and maintain system documentation, including configurations and procedures.
1. A baccalaureate degree, from an accredited college including or supplemented by twenty-four (24) semester credits in cyber security, network security, computer science, computer programming, computer engineering, information technology, information science, information systems management, network administration, or a pertinent scientific, technical or related area; or
2. A four-year high school diploma or its equivalent approved by a State’s department of education or a recognized accrediting organization and three years of satisfactory experience in any of the areas described in “1” above; or
3. Education and/or experience equivalent to “1” or “2”, above. College education may be substituted for up to two years of the required experience in “2” above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. In addition, twenty-four (24) credits from an accredited college or graduate school in cyber security, network security, computer science, computer programming, computer engineering, information technology, information science, information systems management, network administration, or a pertinent scientific, technical or related area; or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of experience.
Bachelor's degree in Computer Science, Information Technology, or a related field (or equivalent work experience). Proven experience as a System Administrator or in a similar role. Solid understanding of Windows and/or Linux operating systems. Knowledge of networking concepts and protocols. Proficiency in configuring and managing virtualization platforms (e.g., VMware, Hyper-V). Familiarity with cloud computing platforms (e.g., AWS, Azure) is a plus. Experience with Active Directory, Group Policy, and other system administration tools. Strong problem-solving skills and the ability to troubleshoot complex technical issues. Excellent communication and interpersonal skills. Ability to work independently and collaboratively in a team environment. Detail-oriented and committed to maintaining high system reliability and security. Preferred Skills (optional): Certifications such as MCSA, MCSE, RHCSA, or equivalent. Experience with system monitoring and management tools. Knowledge of scripting languages (e.g., PowerShell, Bash) for automation tasks. NOTE: This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.
