The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire a Surveyor II within the Croton Region, Source Water Operations Directorate located in Carmel, New York. Under general supervision, of Supervisor of Surveying, the Surveyor II will perform technical and supervisory land surveying work of varying degrees of difficulty and responsibility. They will operate a motor vehicle to reach sites, perform surveys to determine real property boundaries under the direction of a registered New York State Land Surveyor and use automated systems, such as Computer Aided Drafting and Design (CADD) software and Geographic Information System (GIS) software. Specific duties include:

- Measuring and plotting the dimensions and areas of real estate properties, including all natural and machine-made structures and objects on such properties, the lengths and directions of boundary lines, and the contour of the surface, utilizes survey abstracts, such as final sections, borough survey controls, deeds, and old surveys to determine boundaries and set controls for construction.

- Establishing and reestablishing real property boundary lines in accordance with relevant laws, codes, and regulations, determining encroachments and writing boundary descriptions.

- Operating survey instruments, such as total-station, Global Positioning Systems receivers, and electronic data collectors.

- Preparing field sketches.

- Reviewing and editing survey consultant submissions for accuracy and completeness.

- Performing required land surveying calculations.

- Researching real property data, collecting such information as deeds, titles, tax maps, utility plates, and as-builts, to produce various maps, such as topographical & property line, damage & acquisition, completion survey, and plan and profile maps.

- Acting as field supervisor of survey party in the absence of the supervisor.

- Keeping manuals and computer records and preparing reports.

- Planning, assigning and reviewing the work of subordinates, training new personnel in the use of survey instruments, preparing progress reports and field sketches and setting survey controls for real property line surveys and construction.

- Managing land survey contracts, planning and assigning work of subordinates in reviewing consultant surveys for accuracy and completeness, ensuring survey standards, land survey computations, real property line determinations, boundary descriptions, and encroachments are correct and in accordance with pertinent laws, codes, regulations, and contracts, providing direction for survey consultants and solutions for survey problems.

- May, with a valid registration as a New York State Land Surveyor, be assigned to direct Surveyors determining real property boundaries and to sign and seal land surveying work for the purposes defined in Article 145 of the NYS Consolidated Laws.


Registration as a New York State Land Surveyor is preferred for appointment to Assignment Level II.


To be assigned to officially sign off on land surveying work, a surveyor must be a registered New York State Land Surveyor. This registration must be maintained for the duration of the employment.

Some of the physical activities performed by Surveyors and environmental conditions experienced are operating a vehicle to reach sites, working in confined areas such as sewers, opening and lifting manholes, being around hazardous gases, wearing hard hats and protective clothing at sites, and working outdoors in all kinds of weather and traffic conditions.

Surveyors may be required to work shifts including nights, Saturdays, Sundays, and holidays.


Preferred Skills:

- Registration as a New York State Land Surveyor

- Experience in maintaining and programming a wide range of PLCs

- Familiarity with AutoCAD (DWG Format drawings)

- General Familiarity of Microsoft Office Suite including Outlook

- Ability to navigate Citytime timekeeping program

- Ability to navigate WaLis (internal GIS) and other GIS programs

- Ability to navigate Leica Geo Office (LGO) and Leica Cyclone GPS programs

- Ability to navigate a Computer Maintenance Management System on a Tablet (Avantis program or similar)

- Ability to use various software packages applicable to retrieving surveying data and creating computer-generated survey drawings.

- Working knowledge of surveying means and methods.

- Ability to correctly use various surveying instrumentation.

- Ability to supervise, direct, and take full responsibility for assigned staff performing duties of Level IA and 1B Surveyors in the field and in the office.

Carmel is a town in Putnam County, New York approximately 60 miles north of New York City.


Minimum Qualifications

1. A baccalaureate degree from an accredited college or university in surveying, surveying engineering, surveying engineering technology or in similar surveying-related majors, and two years of full-time satisfactory land surveying experience; or

2. An associate degree from an accredited college or university in the surveying-related majors listed in "1" above, and four years of full-time satisfactory experience as described in "1" above; or

3. A four year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and six years of full time satisfactory experience as described in "1" above; and

4. A motor vehicle driver license valid in the State of New York. This license must be maintained for the duration of employment.

In addition to meeting the "Qualification Requirements" for Assignment Level I - A above, to be assigned to Assignment Level I - B individuals must have at least one additional year of experience, for a minimum of three years of full-time
satisfactory experience as described under Qualification Requirement "1" above.

Additional Qualification Requirement For Assignment Level II In addition to meeting the "Qualification Requirements" for Assignment Level I - A above, to be assigned to Assignment Level II, individuals must have two additional years of experience for a minimum of four years of full-time satisfactory experience as described under Qualification Requirement "1" above.

Additional Qualification Requirement For Assignment Level III In addition to meeting the "Qualification Requirements" for Assignment Level I - A above, to be assigned to Assignment Level III, individuals must have three additional years of experience for a minimum of five years of full-time satisfactory experience as described under Qualification Requirement "1" above and must meet the "License Requirements" described below.
Additional License Requirement
Registration as a New York State Land Surveyor is required for appointment to Assignment Level III. To be assigned to officially sign off on land surveying work, a
Surveyor - Assignment Level II must be a registered New York State Land Surveyor.
