Program and Job Description:

The Bureau of Public Health Clinics (BPHC) mission is to promote a healthy community by providing New Yorkers with the resources needed to make informed and empowered health decisions; identify and treat tuberculosis and provide immunization and sexual health services regardless of ability to pay or immigration status.

The BPHC oversees the medical services and clinical operations of eight Sexual Health Clinics 9SHC), nine (9) COVID Express Testing Clinics, three (3) COVID Vaccine Operation Clinics, and four (4) Tuberculosis Chest Clinics. One (1) Immunization Clinic will join BHPC in the near future.

To achieve its mission, the BPHC provides direct clinic services to people seeking health care; monitors disease trends; provides education and training to service providers and community groups; conducts research; and develops policies and programs to deliver high quality clinical care which best serve New Yorkers.

The Bureau seeks to hire an Associate Laboratory Microbiologist, Level III to serve as the Sexual Health Clinics (SHC) Lab Supervisor. The SHC Lab Supervisor will report directly to the Laboratory Director and must meet New York State Department of Health (NYSDOH) requirement as a Clinical Laboratory Supervisor.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Supervisor Laboratory Services reports directly to the Laboratory Director.

- Overall technical operation of the SHC laboratories.

-Perform all supervisor responsibilities defined by the NYSDOH Clinical Laboratory Evaluation Program (CLEP).

-Provide leadership and direction to these laboratories.

-Be accessible on-site, via telephone, or via electronic communication as needed.

-Implement adequate verification procedures for determining the accuracy, precision and/or other performance criteria for each test method/assay.

-Ensure that proficiency testing samples are tested according to regulatory requirements and that the reports are submitted within the prescribed timeframe.

-Ensure that test results are accurate, and reports include pertinent information for appropriate interpretation.

-Provide adequate laboratory facilities including the physical plant as well as environmental conditions.

-Develop and implementing testing protocols and procedures relating to SHC specific needs and objectives.

-Evaluate and ensure proper training of laboratory personnel.

-Ensure adherence to QM policies and procedures.

- Monitor Quality Assurance (QA) performance monitors covering each phase (pre-analytic, analytic and post-analytic) of the laboratory testing process and providing documentation thereof.

-Monitor Quality Control (QA)as it relates to testing and out of control events.

-Document any deviations from established policies/protocols.

-Formulate and document any necessary corrective action plans, implementing and following up on those actions to ensure their effectiveness and adherence to established policies and protocols.

-Prepare reports as required maintaining regulatory compliance.

-Establish appropriate criteria for measuring staff competency.

-Sign-off on required documentation.

- Assist director with other appropriate tasks, as needed.

1. A baccalaureate degree from an accredited college or university with specialization in medical technology or in one of the chemical, physical, or biological sciences, and one year of laboratory experience at the technologist level in the appropriate laboratory specialty or specialties; or
2. Ninety college credits from an accredited college or university including or supplemented by either (a) or (b) below, and one year of laboratory experience at the technologist level in the appropriate laboratory specialty or specialties.
(a) For those whose training was completed prior to September 15, 1963: a total of at least 24 credits in chemistry and biology courses combined, including at least nine credits in chemistry, of which six credits must be in inorganic chemistry; and including at least 12 credits in biology courses
pertinent to the medical sciences.
(b) For those whose training was completed after September 15, 1963: 16 credits in chemistry courses acceptable towards a major in chemistry, including at least six credits in inorganic chemistry; and 16 credits in biology courses acceptable towards a major in biology; and three credits in mathematics.

Possess a valid Clinical laboratory Technologist license issued by NYS. Meet NYS requirement as a clinical laboratory supervisor defined in 10 NYCRR Part 19 subdivisions of 10 NYCRR Part 58: 58-1.4. Previous clinical laboratory supervisory experience is preferred. American Society for Clinical Pathology (ASCP) certification is preferred.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
