The Principal Administrative Associate, III will serve as a Supervisor, Promotions & Upgrade Processing and will be responsible for administering and coordinating the promotion, upgrade, title change and salary adjustment of all civilian personnel, and ensuring compliance with civil service rules and regulations and in support of Police Department goals and objectives; and supervising and overseeing a staff of analytical, administrative and clerical support personnel engaged in critical day to day personnel activities. The Supervisor will monitor all promotions and upgrades in title for civilian members of the service; oversee the administration of promotional civil service lists including candidate eligibility, list analysis, interview pools and permanent appointments, requests for list certifications, appointments and dispositions in PRISE; liaise with DCAS regarding promotional civil service list administration, appointments, and issues; and supervise and oversee the preparation of the promotion package for the approval of the Assistant Commissioner, Human Resources Division; and liaise with the Ceremonial Unit to coordinate Promotion Day activities. The Supervisor will also conduct research on special projects involving confidential civilian personnel issues; oversee the submission of changes to the Civilian Allocation Module; assist in the preparation of a comprehensive civilian promotion and upgrade personnel action report for submission to the Office of the Deputy Commissioner Management and Budget, for review and approval by the Mayor’s Office of Management and Budget; ensure budget approval is received for all civilian personnel actions; and ensure quality assurance for all personnel actions.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.


Preferred Skills

The preferred candidate should possess the following: - Strong knowledge and experience with City HR automated systems such as NYCAPS, PMS, CHRMS and PRISE - Knowledge of civil service administration - Proficiency in Microsoft Word, Excel, Access - Strong interpersonal, organizational, analytical, written and verbal communication skills - Ability to exercise independent judgment - Ability to handle multiple tasks under tight deadlines. Eligible candidates must be a serving as a permanent Principal Administrative Associate.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
