The Bureau of Examinations performs responsible work in the development, validation, rating and administration of civil service examinations. The Exam Development Group within the Bureau of Exams is responsible for collaborating with City Agencies in the development of civil service exams for competitive class titles by working with City Agencies’ Subject Matter Experts (SMEs) to conduct in depth job analyses that are used to develop rating guides and questions which may appear on civil service examinations.

Responsibilities:

- Supervise Payroll Auditors in the performance of their duties.
- Monitor hiring practices of agencies by examining and certifying payrolls for compliance with civil service rules; review appointments and changes in employment status for proper
documentation and examine mismatches in data.
- Serve as liaison with agencies by communicating any personnel and payroll discrepancies and guiding them in the process of correcting these records, as prescribed by civil service
guidelines.
- Make appropriate entries and corrections in PRISE and escalate issues if necessary; update personnel history records; maintains files on personnel changes and pertinent correspondence.
- Assist the Director of the unit with special projects and with special audits, such as personnel processing fee audits.
- Perform complex analytic and specialized administrative work to assist with business processes of the unit.
- Respond to written correspondence and/or complex oral inquiries in person or by telephone.


Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.


Preferred Skills

- Strong communicator and a capable professional who performs well under pressure and is able to meet deadlines. - Strong computer skills, especially with Microsoft Office programs such as Excel, Access, and Outlook are essential. - Knowledge of NYCAPS and PMS. - Excellent analytical and problem-solving skills and the ability to develop effective solutions. - Must be comfortable handling multiple concurrent activities, and work well with a team and independently. - Must possess good writing skills, organizational competency, and the ability to quickly develop a working knowledge of the Unit’s operations.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
