Job Description

*ONLY OPEN TO CURRENT FULL-TIME ANNUALLY PAID PARKS EMPLOYEES*

*This vacancy is only open to 1) current permanent Parks employees serving in the Principal Administrative Associate civil service title or 2) on leave from the title or 3) permanent Parks employees in or on leave from a comparable title.

Major Responsibilities

- Under general direction, with wide latitude for independent initiative and judgment, perform and oversee difficult and responsible work for the Payroll Analytical Unit.
- Supervise pre-audit review, certification of bi-weekly payrolls, and paycheck distribution and controls.
- Manage and approve the distribution of supplementary and advance checks.
- Process stipulations and one-time payments. Calculate and process managerial and seasonal lump sum payments, recoup overpayments, process deceased payments, approve retroactive payments and calculate collective bargaining increases.
- Prepare reports and analysis on payroll, time and leave and Citytime data.
- Train staff and ensure all citywide and Agency payroll policies are adhered to.
- Serve as liaison and attend meetings with oversight agencies including Office of Payroll Administration (OPA), Financial Information Services Agency (FISA), Department of Citywide Administrative Services (DCAS), and the NYC Office of the Comptroller.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.


Preferred Skills

1. Strong supervisory and customer service skills. 2. Excellent communication, organizational and analytical skills. 3. Proficiency in Microsoft Access, Excel and Word and Payroll Management System (PMS).

Residency Requirement

Residency in New York City, Nassau, Orange, Rockland, Suffolk, Putnam or Westchester counties required for employees with over two years of city service. New York City residency required within 90 days of hire for all other candidates.
