NYC Parks’ Waterfronts and Marine Operations Division operates and maintains marinas and boating facilities citywide. This division operates and maintains the Agency’s vessel fleet and provides on-water response as needed. The Waterfronts and Marine Operations Division manages delivery of in-water capital construction projects and serves as the infrastructure liaison for the Agency’s 165 linear miles of engineered and natural shoreline. The Waterfronts and Marine Operations Division manages the recently established office of marine debris disposal and vessel surrendering and coordinates Agency-wide with the business development, planning, capital, natural resources, operations, and special events divisions.
Major Responsibilities
- Under administrative supervision, lead the purchasing, procurement, and contract services for Agency-operated marinas, vessel fleet and office of marine debris disposal and vessel surrendering.
- Serve as division primary contact on vendor contracts including marina dock and piling repair, vessel travel lift servicing, Agency vessel fleet repair, abandoned vessel and marine debris removal, marina plumbing, electrical and security systems.
- Prepare annual expense spending plan for review with division Chief. Coordinate ongoing site budget and object code modifications with Agency Budget office. Provide monthly reports on budget spending targets and vendor contract usage. Submit contract increase requests as required.
- Manage and maintain marina parts and supplies inventory to meet operational needs of all Agency-operated marinas.
- Track and prepare reports for review with Agency Chief to ensure all parts and services used for maintenance of Agency vessel fleet as well as for the servicing and repair of customer vessels are accurately reported and billed.
- Conduct quarterly audit of marina vessel parts and materials against financial and inventory tracking system. Promptly report any damaged, defective or lost inventory to the division Chief.
- Review all division work orders to ensure that all labor performed by Agency staff is properly reported and billed to customers. Promptly report any discrepancies to the division Chief.
- Coordinate with Agency Citywide and Fleet Services for the maintenance, repair and replacement of the marina vehicle fleet and small equipment.
- Assist in securing emergency contracting services as required.

Qualification Requirements
1. Five years of full-time satisfactory experience in the repair and maintenance of gasoline and diesel engines, at least three years of which must have been in repairing and maintaining marine gasoline and diesel engines; or
2. Education and/or experience equivalent to "1" above. Education from an approved trade or vocational school or apprentice experience in the repair and maintenance of gasoline and diesel engines will be credited on the basis of 1 year of relevant education or apprentice experience equal to 6 months of acceptable experience. However, all candidates must have at least three years experience repairing and maintaining marine gasoline and diesel engines.
License Requirement
A valid TWIC issued by the USTSA is required within 30 days of appointment
Special Note
To be eligible for placement in Assignment Level II, candidates must have, in addition to the minimum qualification requirements, at least one year of experience in Assignment Level I or in a supervisory capacity
1. Experience in contract specification writing and cost estimating. 2. Knowledge of vendor contract management. 3. Experience in inventory management and control. 4. Proficiency in annual and multi-year budgetary planning. 5. Experience in detailed record keeping and report presentation. 6. Excellent organizational and communication skills. 7. Valid New York State driver license.
