The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing childcare assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.
The Congregate Care Supervisor provides supervision and trains Childcare (CC) and Congregate Care Specialists (CCS) in the performance of their duties and responsibilities in the direct supervision of youths at congregate care facilities or nonsecure detention facilities and ensures that they adhere to daily routines and schedules and regularly conduct inspections and contraband searches. The Nicholas A. Scoppetta Children’s Center (NSCC) is an emergency 24/7 congregate care setting serving approximately 2,500 children and youth ages 0-21 each year. Many children at the NSCC require close supervision or 1:1 supervision due to high needs, such as complex medical needs, significant mental illness, challenging behavioral issues, developmental delays, intellectual disabilities, and those in need of assistance with ADLs. The Congregate Care Supervisor is a critical position that is required to ensure that appropriate staffing supports are allocated to the different childcare areas and ensuring that they are creating an environment where youth feel safe and supported. The Congregate Care Specialist Supervisor further ensures that youth are being provided with adequate care, supervision, engagement, and services until they can transition to a most appropriate foster care setting.
The Congregate Care Supervisor further works under the supervision of ADSS/Childcare Manager and is responsible for enforcing health and safety protocols related to COVID-19 such as promoting and monitoring adherence to infection controls measures, safe social distancing, mask wearing, coordinating on-site COVID testing, and adherence to the latest health guidelines applicable to congregate care settings. The Congregate Care Specialist Supervisor works closely with Direct Care Staff, Intake Unit, Medical, Bellevue Mental Health Team, Child and Family Specialists and Office of Placement Administration to provide oversight to youth and staff in the daily operations of their pod. As a 24-hr operation, the Children’s Center requires Childcare Supervisors to provide oversight to 100 CCS across 3 main shifts.
Childcare Supervisors roles and responsibilities include:
- Supervise and train childcare/congregate care specialists’ staff in the performance of their duties and responsibilities in the direct supervision of youths at the Children’s Center.
- Ensure that there is always adequate child-care coverage throughout facility.
- Ensure that youth are always supervised by childcare staff whether in the residential units or in the programming areas.
- Ensure that supervision levels are always maintained.
- Ensure that staff are provided with a care plan and updated information (medical/behavioral alerts, safety plans, special diets, etc.) on youth arriving at the Children’s Center.
- Maintain the physical safety of the facility by inspecting the premises, reporting hazardous conditions to assure a safe and healthy environment.
- Monitor the coordination of appointments
- Maintain accurate headcounts and completes required reports (Missing Person’s Reports, Children/Staff Census, etc.) in a timely manner.
- Conduct inspections and contraband searches.
- Ensure that supplies are on hand and approves supply requisitions.
- Ensure that prompt and appropriate responses are made to all incidents and that they are reported and documented in a timely manner.
- Ensure that staff are completing required reports (logbooks, incident reports, etc.) in a timely manner.
- Plan and coordinate activities; leads and supervises youth in group and individual activities.
- Monitor and supervise all on-site programs.

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY OF: $56,154.
Section 424-A of the New York Social Services Law requires an authorized agency to inquire whether a
candidate for employment with child-caring responsibilities has been the subject of a child abuse and
maltreatment report.
1. A baccalaureate degree from an accredited college, plus four years of full-time satisfactory professional experience working with children/adolescents in a residential group care setting; including two years supervising childcare workers; or
2. An associate degree from an accredited college plus six years of full-time satisfactory professional experience working with children/adolescents in a residential group care setting; including two years supervising childcare workers; or
3. A four-year high school diploma or its educational equivalent, plus eight years of full-time satisfactory professional experience working with children/adolescents in a residential group care setting; including two years supervising childcare workers; or
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess a four-year high school diploma or its educational equivalent and have two years of full-time satisfactory professional experience supervising childcare workers in a residential group care setting.
