The Office of Citywide Procurement (OCP) develops, awards, and administers approximately 1,100 requirement contracts for goods and services on behalf of all City agencies, departments, boards, and authorities leveraging the City’s buying power and maximizing efficiencies by reducing duplicative work. Procures, on average, nearly $1.5 billion in goods and services for City agencies annually. Quality Assurance (QA) comprises five Quality Assurance units: Food, Fuel, Automotive, Health & Safety, and Miscellaneous within OCP. Quality Assurance inspects and conducts quality assurance determinations against purchase orders and contract specifications involving commodities purchased through or in cooperation with OCP. These determinations intend to ascertain and ensure that the City receives the quality level and value of the goods contracted.

DCAS seeks to hire a Supervisor of the Automotive Inspection Unit team within Quality Assurance whose primary responsibilities involve assisting in organizing, administering, and supervising the day-to-day activities of the Quality Assurance Automotive Unit. Duties include but are not limited to the following:

- Supervise Quality Assurance Specialists in the performance of their automotive inspection duties and contribute ideas and give input for continuous improvement of Services
- Participates in setting, modifying, and implementing quality assurance policies/procedures and maintaining standards; advises on complex inspectional problems.
- Conducts negotiations and corrective action follow-up with automotive vendors
- Assists in preparing and reviewing contract specifications and purchase order specifications.
- Sets up, oversees, and participates in automotive plant inspections, inspecting automotive plant(s) and delivery of vehicle equipment at agency locations.
- Assists in the evaluation of automotive pre-award solicitations and plans and implements in-service training programs.
- Responsible for all phases of quality assurance/inspection work for various materials and supplies or products procured by the agency.
- Make recommendations on the manufacturer's ability to supply the requested product adequately; approve receiving reports and purchase orders for payment.
- Evaluate laboratory reports about vehicle equipment in determining the acceptability of delivery, review vendor complaints, and work with agency personnel and receiving locations to resolve conflicts.
- Write and review inspection reports recommending actions on non-compliant deliveries or adverse product findings.
- Maintain a record of deliveries: issue inspection documents and prepares associated data, reports, and correspondence.
- Drive assigned vehicles to various work locations, including out-of-town designations, and responsible for maintaining trip logs.
- Attend pre-bid conferences.


Minimum Qualifications

1. A baccalaureate degree from an accredited college in mechanical engineering and one year of full-time satisfactory experience in mechanical engineering work; or
2. A baccalaureate degree from an accredited college and a Master's degree from an accredited college in mechanical engineering.


Preferred Skills

- Extensive knowledge of how to inspect and fix large automotive vehicles. - Experience working with vehicle specifications and drawings. - Knowledge of Quality Assurance inspection systems.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for two continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
