Job Description

APPLICANTS MUST BE PERMANENT IN THE SUPERVISOR CIVIL SERVICE TITLE.

The Department of Homeless Services (DHS) is comprised of 2,000 employees and with an annual operating budget of over $1 billion is one of the largest organizations of its kind committed to preventing and addressing homelessness in New York City. Collaborating with other public agencies and not-for-profit partners, DHS works to prevent homelessness before it occurs, reduce street homelessness, and assist New Yorkers to transition from shelter into appropriate permanent housing. DHS is responsible for management of over 200 facilities, which mainly are individual, and family shelters used as overnight residences for over 38,000 adults and children. DHS’s portfolio covers approximately 4M square feet.

The Division of Shelter Intake is responsible for the oversight of the day-to-day operations of the agency’s Single Adult, Adult Families and Families with Children’s intake and assessment sites, both directly run and contracted providers. This Division is responsible for ensuring that the City’s most vulnerable population can access shelter, per eligibility criteria, 24 hours a day, 7 days a week, 365 days a year.

The Department of Homeless Services is recruiting for one (1) Supervisor II who will:

- Provide supervision and technical assistance to the social services staff.

- Function as liaison with shelter staff and community-based providers to facilitate client placement into alternative housing and receive support services.

- Refer staff to the DHS Training Bureau to ensure social service staff receive adequate and ongoing training. Including all agency identified mandatory training.

- Develop and monitor staffing schedules; prepare and review monthly reports on program activities and staff operations.

- Coordinate/participate in case conferences and internal/external meetings.

- Make recommendations for the development of innovative strategies/techniques to enhance programs that meet client needs.

- Collaborate with DHS contracted sites and various agencies directly involved with providing services for the homeless and monitor non-compliant clients.

- Utilize Client Responsibility procedures when needed and submit Client Responsibility cases for review and sanction, when applicable.

- Ensure staff has understanding of the NYS Office of Temporary and Disability Assistance (OTDA) rules which govern homeless shelters, compliance with the Callahan Consent Decree governing clients’ right to shelter, and the overall agency rules and regulations, EEO policy and code of conduct.

Minimum Qualifications

A baccalaureate degree from an accredited college and two years of full-time satisfactory experience in social casework, at least one year of which must have been in a supervisory capacity.


Preferred Skills

- Knowledge of basic Microsoft computer applications (Excel, Word, Outlook) - Knowledge of CARES (Client assistance and re-housing enterprise system) - Knowledge of Trauma informed Care Service delivery. - Strong ability to write and communicate clearly and effectively. - Strong time management and organizational skills. - Ability to multi-task and work in a fast-paced environment - Knowledge and experience working with diverse cultures and ethnicities both with staff and clients - Knowledge and understanding of shelter.
