The Office of Child Support Services (OCSS) Employment Services unit is dedicated to planning, executing, and overseeing initiatives related to employment and job training, along with programs focused on alleviating child support debt and providing support to noncustodial parents. Its primary mission is to assist noncustodial parents (NCPs) grappling with unemployment or underemployment by granting them access to employment, job training, and placement services, thus enabling them to secure jobs and fulfill their court-ordered child support obligations. Within its purview are programs like the Parent Support Program and the Support Through Employment Program, both tailored to aid NCPs mandated by Family Court to seek employment. Furthermore, the unit manages the Parent Success Program, designed to reduce arrears for NCPs with outstanding debt to the New York City Department of Social Services (NYC DSS). Additionally, it coordinates OCSS' partnership with HRA's Jobs-Plus program, serving residents of specific New York City Housing Authority sites.

The Office of Child Support Services (OCSS) is recruiting for one (1) Principal Administrative Associate level III to function as Supervisor, Employment Services within Enforcement Operations/Employment Services Unit, who will:

- Supervise and coordinate administrative support staff. Work with each associate and supervise their submission of relevant data to track and gather information to generate reports.

- Leverage and utilize computer systems to extract data, which involves collecting and evaluating extensive data sets, delivering key performance indicators (KPIs) to the Director, and compiling detailed weekly and monthly analytical reports for review and actionable insights to enhance Employment Services programs. Ensure accurate reporting on all OCSS Employment Services activities.

- Prepare and write activity reports based on the completion of weekly staff work activities to produce an overall monthly statistical report for data analysis and reporting, review and possible action that contributed to the improvement of the Employment Services programs. Advanced knowledge of Microsoft tools, notably Excel and Word, including using functions, formulas, pivot tables, and charts, as well as troubleshooting database issues.

- Work with Parent Support Program coordinators to resolve referral issues in timely manner.

- Conduct staff meetings with group and on individual basis to train staff and inform of reporting procedures.

- Review and validate information from various databases for accuracy and timeliness. This includes but is not limited to: Parent Support Tracking database, Welfare Management Systems (WMS), Automated State Support Enforcement Tracking System (ASSETS), Arrears Reduction Initiative, Web Integration System for Employment (WISE), and Self-Sufficiency, Employment, Assessment, and Management System (SEAMS).

- Ensure reports produced by staff such as Parent Support Monthly Summary report, Parent Success Tracking report, STEP Evaluation reports, and the Training and Occupational Skills tracking report are accurate and up to date.

- Investigate and resolve complex cases, suggesting process improvements as needed.

- Assist the Director to foster and maintain positive relationships with program partners through exceptional customer service and training.

- Conduct field visits and inspections to gather firsthand information.

- Undertake special projects as assigned.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
