Job Description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire an Associate Project Manager II (APM) for a position with the Environmental Health and Safety (EHS) Directorate within Core Services located in Valhalla, NY.

The mission of the Bureau of Water Supply (BWS) Environmental, Health and Safety (EHS) Directorate is to actively promote and support the management and implementation of EHS programs through effective communication, education and continuous improvement strategies to protect public health and natural resources and ensure a safe and compliant work environment for all employees.

Under direction of the Director of Environmental Health and Safety, the APM II will serve as the Supervisor in the EHS Implementation Section and will primarily be responsible for assigning and overseeing EHS review of various projects that have potential impact to BWS staff, facilities, or infrastructure throughout the full geographic range of BWS. This will be accomplished through various project phased elements including planning, specification and bid document review, contractor selection, oversight of project contractor and or consultant, timely completion of project milestones and all other aspects associated with this task. Additional responsibilities include working closely with other sections of the EHS Directorate, to gain a better understanding of what other sections do and identify synergies, gaps, and redundancies. Specific duties include:

- Supervise daily activities of subordinate staff members, including assigning tasks, monitoring adherence to DEP policies including those related to time and leave, and providing appropriate feedback.

- Acts as the primary EHS support and point-of-contact for BWS Core Services staff including Planning (other than project design reviews), Management Services and Budget (including BWS Fleet).

- Provide oversight, guidance, and assure the proper and successful implementation of all programs, including associated contracts and purchase orders, managed by Section staff.

- Provides solutions to technical and contractual issues and concerns including, but not limited to, change orders, cost overruns, and subcontractor approvals.

- Assure that contractors and service providers are properly supervised while working at DEP locations and that they are evaluated in accordance with all DEP policies and best management practices.

- Research and provide technical support on various EHS topics and issues as they arise, lending expertise and interpretation on paths forward to support the Directorate and Bureau as may be assigned.

- Assign, conduct and oversee field and facility inspections, audits, and assessments.

- Review and analyze data collected in the field.

- Act as the primary liaison between the EHS Directorate and Drinking Water Operations (DWO) Strategic Services EHS Team to maintain certain tracking systems and monitor available compliance information and proactively work to address any potential non-compliance issues.

Some of the physical activities performed by Associate Project Managers and environmental conditions experienced are: to walk and work outdoors in all types of weather, including areas that are unpaved, are highly vegetated, and or uneven terrain. Work at operational and construction sites that contain mechanical and physical conditions such as cranes, confined spaces, generators, chemicals, and similar industrial components. Don personal protective equipment (PPE) such as, but not limited to safety eyewear, safety footwear, hard hats, safety vests, hearing protection, fall protection harnesses.


License Requirement:

- Driver’s license valid in the State of New York.

- Ability to travel to meetings, work facilities, and field locations throughout the 2,000 square mile upstate watershed (both east and west of the Hudson River) and in New York City.

Minimum Qualifications

One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more, and either:

1. A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; or

2. A four-year high school diploma or its educational equivalent and five years of experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described in "1" above to make up the equivalent of five years of education and experience. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) a Master’s degree from an accredited college or university in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect. Where experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements.

In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience as described in "1" above in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.

Preferred Skills

- Knowledge of and competency in researching OSHA/PESH Health and Safety Laws and Regulations, NYSDEC and USEPA Environmental Regulations - Ability to independently research technical information and regulations and provide fact-based, supported interpretations - Ability to write, review, edit and provide comments on EHS regulations, technical reports and plans. - Strong ability to analyze data effectively and use those results when drawing conclusions and making recommendations. - Advanced and superior technical knowledge of Environmental, Health, and Safety regulations, industry standards, and best practices (Federal and New York State) - Proficiency with software products including Microsoft (MS) Word, MS Excel, MS PowerPoint, Outlook, and SharePoint - Ability to learn DEP-specific database systems - Ability to perform tasking independently based on general senior leadership direction - Superior verbal and written communication skills including pubic speaking/instruction - Supervisory and team management skills including the ability to effectively evaluate and coach subordinate staff - Ability to work effectively when faced with short timelines and evolving priorities - Superior and proven ability to independently research technical information and regulations and provide fact-based, supported interpretations - Ability to perform mathematical and statistical calculations
