JOB DESCRIPTION:

The mission of the New York Police Department is to enhance the quality of life in our city by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe city by incorporating Neighborhood Policing into all facets of Department operations and solve the problems that create crime and disorder through an interdependent relationship between people and its police, and by pioneering strategic innovation.

The Civil Service Transaction Unit is a newly created unit within the Staffing Administration Section, and will be responsible for all civil service-related transactions needed to process, and onboard all full-time civilian personnel appointed off of an Open Competitive Civil Service List.

The selected candidate will provide a full range of human resources (HR) support and program implementation activities related to civil service appointments and related processes. The selected candidates' responsibilities may include, but will not be limited to, some of the following:

- Supervising staff that conduct civil service hiring pools to ensuring compliance with all civil service rules and regulations. Ensuring the accurate and timely disposition of civil service certifications
- Providing subject matter and interpretive expertise to staff on personnel policies and procedures. Acting as a resource to help others strategically navigate HR processes in recruitment and managing/operating within the Civil Service system.
-Continuously analyzing existing Agency policies and procedures to determine whether desired outcomes are being achieved and making recommendations as necessary to make improvements to processes and procedures.
-Assisting in creating standard operating procedures and best practices manuals for the unit.
-Overseeing and approving the processing of Employee Transactions for current employees.
- Developing and implementing metrics to support HR staff at all levels, ensuring data integrity while processing and reporting of HR data related to assignments.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.


Preferred Skills

1. Working knowledge of the City of New York's automated systems including LRS, CityTime, CHRMS, PMS, PRISE, and NYCAPS. 2. Understanding of the City of New York's Rules, Regulations and Policies relating to New York State Civil Service Law. 3. Expert knowledge of Microsoft Office Suite, Word, Excel, and PowerPoint. 4. Excellent communication and interpersonal skills. 5. Knowledge of structured interview practices and EEO guidelines.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
