The New York City Comptroller, an independently elected official, is the Chief Financial Officer of the City of New York. The mission of the office is to promote the financial integrity and operational effectiveness of New York City government, in order to secure a thriving future for all New Yorkers and build a more just, equitable, and resilient city. We utilize the tools and responsibilities that the City Charter assigns us to ensure that City government is budgeting wisely, investing strategically, living up to its promises and obligations, and keeping a sharp eye on the long-term challenges to come. The Bureau of Budget evaluates New York City’s fiscal, cash and economic position by analyzing revenue collections, expenditures, the capital program, and the condition of the local economy. Through required reviews of the City’s financial plan, research projects and policy proposals, the Bureau promotes transparency, equity and accountability in government services.
As a core member of the Economics Team, under the direction of the Chief Economist and Deputy Comptroller of Budget, the Supervising Economist will conduct economic research, contribute to the Bureau’s various budget and economic publications, forecast economic conditions, and/or develop financial models. Duties and responsibilities of the position include, but are not limited to, the following:
- Conduct original economic and policy research in support of the Bureau’s strategic objectives;
- Forecast national and local economic conditions;
- Create, maintain and update various economic and financial forecasting models;
- Contribute to the production of the Bureau’s monthly economic newsletter and other economic data releases and commentary for internal and external dissemination;
- Collaborate with other staff internal and external to the Budget Bureau in the production of economic and policy reports;
- Research, test, and adopt new data tools and sources on the national and local economy;
- Work in collaboration with the Budget staff in the analysis of NYC budget proposals and preparation of budget reports;
- Collaborate with and provide support to other divisions within the Comptroller’s office as necessary;
- Manage, train, and support the professional development of junior staff members;
- Perform related assignments and special projects as required.
1. A Master’s degree in Economics or related field from an accredited university and five (5) or more years of full-time experience in applied economic analysis, forecasting and/or, policy analysis; or,
2. Education and/or experience which is equivalent to “1” above. Ph.D. level coursework and/or degree preferred and can count toward experience.
- Concentration in relevant areas (e.g. public economics, regional economics, labor markets), and interest in a wide-range of micro and macroeconomic policy issues - Successful candidate will be able to exploit a variety of data sources and possess excellent quantitative and analytical skills, including experience working with statistical software (e.g., Stata, R, eViews) - Experience in developing econometric forecasting models - Familiarity with New York City government and knowledge of New York City economy preferred - Excellent communication, writing, and data visualization skills - Highly organized individual and collaborative work ethic - Prior management/supervisory experience, preferred.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
