Job Description
Adult Protective Service (APS) is mandated by the State of New York to provide social, legal and protective services to individuals 18 years of age and older, who because of mental or physical impairments are unable to meet their essential needs for food, shelter, clothing or medical care, secure benefits and entitlements or protect themselves from physical or mental injury, neglect , maltreatment, or financial exploitation; are in need of protection from actual or threatened harm, neglect or hazardous coordination; and have no one available who is willing and able to assist them responsibly.
APS establishes appropriate safeguards to protect a given individual's resources, safety, or health, and stabilizes the situation. APS ensures that medical and psychiatric services, eviction prevention, financial management, home care, legal services and as last resort, institutional placements are provided.
The Adult Protective Services Financial Management Services (FMS) acts on behalf of the HRA Commissioner in the review and filing of Representative Payee applications for clients who have been found in need of Protective Services for Adults and are not capable of handling their own finances. FMS is authorized to receive SSI, SSDI, RSDI and other governmental and private pensions that recognize the Representative Payee status on behalf of these clients. FMS pays monthly budgeted expenses for these clients to maintain them safely in their community/housing. The FMS unit currently manages monthly benefits and expenses for approximately 2,700 clients.
Adult Protective Service (APS) is requesting to recruit one (1) Accountant II to function as a Supervising Accountant.
Under the direction of the director of Financial Management Services (FMS) the Supervising Accountant perform the following, including but not be limited to:
- Approve all payment invoices for client accounts in the FMS automated system before authorizing check printing and advising staff of needed corrections or adjustments.
- Analyze and reconcile FMS bank accounts and prepares reports to bank identifying discrepancies noted and corrective action needed. Make adjustment entries to FMS accounting System.
- Assign work and evaluates the quantity and quality of work performed by designated FMS staff.
- Oversee FMS clients’ bank accounts, coordinated with and administered by Bank of America
- Review and approve client benefit reports and withdrawal transmittals to ensure accuracy of data entered to the FMS automated system and ensure appropriate deposit and withdrawal of client benefits.
- Research current accounts, previous reports in the FMS automated system, as well as source documents to develop specific information needed for arrears payments of rent, utilities, etc. and prepare necessary reports.
- Examine FMS accounting transactions and individual client’s general ledgers to ensure complying with City, agency, and Social Security guidelines as well as generally accepted
Accounting standards.
- Prepare and execute the month end closing processing and generates monthly Client Financial Statements.
- Participate in and review audits conducted on FMS transactions and general ledgers.

1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing; or
2. A valid New York State Certified Public Accountant license.
To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as an Accountant - Assignment Level I or at least two years of satisfactory full-time professional accounting or auditing experience.
- Work experience, in the area of accounting, specifically in pre-auditing/auditing. - Proven ability to be an effective team member in a highly collaborative environment - Proven Excel experience - Proven written, verbal and analytical communication skills
