SUMMARY:

The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.

The Health + Hospitals/Medicaid Unit is responsible for fiscal oversight and policy coordination for the New York City Health + Hospitals system and the City’s Medicaid program. The oversight role involves the ongoing review financial projections and tracking of City expenditures. The unit also monitors financial and programmatic metrics related to Health + Hospitals’ ongoing efforts to reduce costs and increase revenues to attain long-term structural balance, including analysis of the system’s ongoing Transformation Plan. The unit also tracks governmental policy changes and regional/industry trends that impact the program operations of health systems and health insurance programs.

JOB DESCRIPTION:

The intern will lead the following project under general supervision, with latitude for independent initiative and judgement:

H+H Headcount and Utilization Analysis: The recipient of the H+H/Medicaid Unit Summer Internship will review H+H Headcount data to interpret staffing trends on both the facility level and the system-wide level. The intern will also review hospital utilization trends to assess both long and short-term changes to hospital usage. H+H Capital Commitments Analysis: The Intern will compile, review, and present H+H capital commitment rates across multiple fiscal years and across different project types to interpret the spending rate by H+H on capital projects. NY State Medicaid Analysis: The Intern will review different Medicaid funded programs that flow through New York State and New York City, and present on how they differ, who they impact, and how they are funded. Other analyses: The Intern will perform ad-hoc analyses and projects on a by-need basis.


Minimum Qualifications

As of June of the Program year the prospective interne must be a student matriculated in a college or be a recent college graduate (winter/spring term of the Program year).
NOTE: Appointment to this title is only valid for the duration of the Program, June - August each year.

Description of Specific Skills Required: - Excellent oral and written communication skills. - Strong analytical, process and project management skills. - Excellent interpersonal skills with proven ability to work collaboratively and effectively interact with all levels of the organization. - Strong intellectual curiosity and interest in public/health policy. - Very strong technical knowledge of Microsoft Excel. REQUIREMENTS: Undergraduate interns must be currently enrolled or accepted into an accredited college or university. Strong analytical, research and communications skills are required. Candidates must have familiarity in MS Word and Excel To participate in the OMB Summer Internship Program, undergraduate students must be enrolled or accepted into a college or university. Compensation/Duration: Summer Undergraduate Intern $16.50 per hour Internships will run for 10 weeks, from June 3, 2024 to August 9, 2024. The work must be done during the regular workday, 9:30 a.m. to 5:30 p.m. – no evenings or weekends.
